Simplification of Customs Procedures in respect of vessels carrying Coastal Cargo exclusively -reg. - Customs - 10/ 2015Extract GOVERNMENT OF INDIA OFFICE OF THE COMMISSIONER OF CUSTOMS CUSTOM HOUSE: COCHIN - 682009 Trade Facility No. 10/ 2015 Sub: Simplification of Customs Procedures in respect of vessels carrying Coastal Cargo exclusively -reg. Representations have been received from the trade and steamer agents for relaxation in procedures in respect of vessels carrying coastal cargo exclusively. In order to simplify the procedure in respect of vessels carrying coastal cargo exclusively, the following procedure is prescribed: As per Notification 14/98-Cus. (NT) dated 27.2.98 read with Circular No. 16/98-Cus. dated 11.3.98 , vessels carrying coastal goods exclusively are not required to file IGM/EGM. It has been decided that henceforth, vessels carrying coastal goods exclusively will not be required to file IGM/EGM. Further, in terms of notification 15/98-Cus. (NT) dated 27.2.98 , the vessels carrying exclusively coastal goods are also exempted from the delivery of Advice Book on arrival at each port of call to the proper officer of Customs at the port as required under section 95(1 ) and 95 (2) of Customs Act, 1962 . However, the master of each vessel shall carry the Advice Book on board the vessel, and the proper officer of customs may, whenever he deems necessary, call for the Advice Book for his inspection or inspect the same on board the vessel. On arrival of such vessels, the following documents are required to be submitted: 1. Last Port Clearance Certificate 2. Arrival Report enclosing a) Deck Cargo Certificate b) Vessel property list and Ship Store Declaration. c) Ship Currency declaration d) Crew List and crew effect declaration e) Passenger List f) Arms, Ammunition, dangerous cargo and drug list etc. 3. Port entry certificate Procedure for clearance of coastal goods entering through vessels carrying coastal goods exclusively: 1. The steamer agent shall file 5 copies of request in the attached format Form I at Preventive Section of Custom House for advance Out of Charge order. 2. The advance Out of Charge order shall be granted by Superintendent of Customs (General) in all the copies. 3. Original shall be retained in the Preventive Section. 4. Duplicate, Triplicate, Quadruplicate Quintuplicate copies of Form I shall be presented by the steamer agent at the Container Cell. After authorization, Triplicate will be retained at the Container Cell and rest of the copies will be handed over to the steamer agent. Steamer agent shall present the Quadruplicate copy of Form I before the terminal operator for delivery of containers. The Duplicate copy shall be presented to the boarding officer who shall endorse the entry inward in the same following which, the Duplicate copy with entry inwards endorsement shall be presented before the Preventive Officer at ICTT Import Gate. The Preventive Officer at ICTT Import Gate shall endorse the stamp Passed out of Customs Control in the concerned Bill of Coastal Goods (BCG), whenever a container passes through the said gate while also entering the BCG No. and the date of removal shall be entered in the concerned column of duplicate copy of Form I. After all the containers are removed out of customs area, the gate officer shall forward the duplicate copy of Form I with required entries to Preventive Section and from there it will be sent to Statistics section. Quadruplicate Copy of Form I shall be retained by the Shipping lines for their record. 5. In respect of vessels arriving in ballast, Form II shall be filed in Statistics section. 6. In case of mismatch in Container no. / Seal No. due to jumbling, the permission for removal / amendment in Form I shall be granted by Superintendent of Customs (ICTT). Procedure for filing Bill of coastal goods for cargo leaving through vessels carrying coastal goods exclusively 1. The party shall file Shipping bill of coastal goods in Preventive section of the Custom House in triplicate in the present format. One copy shall be retained in Preventive section. 2. Let export order and Allowed for shipment shall be granted by the Preventive Officer (Export) at ICTT. 3. After export, one copy of the shipping bill of coastal goods shall be submitted to Statistics section as per current procedure. The above procedure is applicable only to vessels which carry coastal goods exclusively and ply as coastal vessels.
