Introduction of Referencer for Export Compulsory Compliance Requirements Regarding. - Customs - 07/2015Extract OFFICE OF THE COMMISSIONER OF CUSTOMS CUSTOM HOUSE::PORT AREA::VISAKHAPATNAM-530035 F.No. S2/06/2015-EDI Date: 05.03.2015 FACILITY ORDER NO. 07/2015 Sub: Introduction of Referencer for Export Compulsory Compliance Requirements Regarding. Attention of the Trading Public is invited to the Public Notice No. 16/2013 dtd 04.03.2013 wherein RMS facility has been extended to Export Module also. Accordingly, certain types of shipping bills are being facilitated through RMS wherein no assessment and /or examination will be prescribed and the consignments will be allowed clearance on the basis of the declarations made by the exporter. However, in Exports also as in the case of imports, such facilitation of shipping bills is subject to compliance of Compulsory Compliance Requirements (CC R s). The objective of the CCRs is to alert the officers assessing/ examining the export consignments, to verify the requirements of compliance to various conditions / restrictions/ prohibitions prescribed under Customs Act, 1 962 and also under various allied Acts such as Foreign Trade Policy, Plant Quarantine Regulation Order, Export (Quality Control and Inspection) Act, etc. 2. In order to avoid delay in clearance of export consignments, it was felt necessary that such CC Rs are made known to the general public before hand so as to encourage and enhance voluntary compliance before presenting the cargo for export. Accordingly, the Directorate General of Systems and Data Management has recently introduced a Reference for export compulsory compliance requirements which is available in the CBEC website www.cbec.gov.in under the column 'Customs Duty Calculator'. From this, the Exporters / Customs Brokers can know the crossborder regulatory requirements for Export by using IT CHS code (at 2-8 digit level) and description (max 30 characters). 3. The above facility will not only save the time of Exporters/Customs Brokers (CBs) but also make them understand the exportability or otherwise of their product before hand so that they can properly plan their export business and comply with regulatory requirements under various Acts/Rules governing exports.
