It has been observed that only about 50% of the Bs/E are being filed through ICEGATE while the remaining are being submitted at the Service Centre, JNCH. It is also observed that over 250 CHAs are filing more than 10 Bs/E at Service Centre in a month. 2. It is felt that no. of Bs/E being filed through Service Centre is quite substantial and there is a need to encourage filing of the same through ICEGATE. In fact the service centre should remain as an alternative to cater to the requirement when there is a failure of the ICEGATE. This point was discussed in the PTFC Meeting held on 11.02.2010, and the members appreciated the point stating that automation is the order of the day and filing Bills of Entry through ICEGATE is easier than filling the same through Service Centre and the point was accepted by them. 3. The software package necessary for filing B/E through ICEGATE can be downloaded free of cost from the website of ICEGATE itself; hence there should not be any difficulty. To start with, at least the CHAs filing 50 or more Bills of Entry in a month must file them through ICEGATE and they should change their present practice by 15.03.2010. It is also noticed that invariably the importers/CHAs indulging in certain violations/frauds are filing Bs/E through the Service Centre. In order to discourage and put a check on filing of B/E through Service Centre, the Department may consider to introduce a suitable target in the LRM/RMS for (i) the CHAs filing 50 or more Bs/E in a month through Service Centre and (ii) Bs/E filed through Service Centre. 4. All the Members of the trade, BCHAA and the concerned are requested to invariably file the Bs/E through ICEGATE and use the service centre as an alternative for filing when the ICEGATE fails. (A. K.
