No. S/6-Misc-120/10 (X) Shed ACC Date: 31.03.2010 PUBLIC NOTICE No. 11/2010 Sub -Perishable Cargo in excess of what Unit Load Device can hold Reg. Attention of Exporters, their Custom House Agents and Trade is drawn to the practice whereby exporters may book in advance ULD (either Flat Pallet type or Closed Container type) with airlines for stuffing of packages containing perishable cargo. 2. In such cases, as in others, the CHAs/exporters bring export cargo to APEDA (perishable goods) shed which, after due procedure, is granted LEO by Customs. After signature of Superintendent on the S/B print-out, the CHA/exporter hands over the export goods for security scan/X-ray (along with AWB) where security personnel are to ensure that goods have been granted LEO by Customs before scanning of cargo. After scanning, the packages are loaded in the ULD by the Airlines. 3. At times, few packages cannot be accommodated in ULD, which, due to the perishable nature of the cargo, are to be taken backto-town by exporter/CHA. This occurs despite efforts of exporters to bring in the requisite packages as would fit in the ULD. 4. To take care of such situations, it is hereby prescribed that at the post LEO, post scanning stage, during stuffing of ULD if packages are in excess of what ULD can accommodate, the exporter/CHA desirous of taking such packages back-to-town shall, after due amendment of AWB, submit application addressed to AC/DC (Export Shed) for Back-to-Town of the excess perishable packages and for amendment of Shipping Bill. 5. The AC/DC (Export Shed) shall examine the application the facts and shall give necessary permission. 6. During hours when general Export Shed is not operating (i.e. when AC/DC, Export shed is not available), the Superintendent, APEDA (perishable goods) shed shall, in absence of regular AC/DC discharge this function and accord the permission for back-to-town after due verification of goods, cancellation of LEO, approval of amendment and reprint of S/B. A Standing Order No. 31/07 dated 14.08.2007 already stands issued for this purpose. 7. For cases handled as at para 6 above, the Supdt. (APEDA) shall handover the file(s) to his relieving Supdt (and so on, till necessary). As soon as the AC/DC (Export Shed) is available during operating hours of the general Export Shed, the Supdt, APEDA (perishable cargo) shall in turn hand over the relevant file(s) to the AC/DC (Export Shed) for perusal and action as appropriate. 8.
