No. S-08/10/2016 BG Date: 22.02.2017 Public Notice No. 05/2017 Sub: Procedure for clearance of Unaccompanied Baggage in the Indian Customs EDI System (ICES 1.5 System) at the Unaccompanied Baggage Section, Mangaluru- reg. In order to facilitate the clearances of Unaccompanied Baggage, it has been decided to extend the Electronic Data Interchange (EDI), ICES 1.5 system for the clearances of Unaccompanied Baggage(UB). Indian Customs EDI system (Unaccompanied Baggage) would accordingly commence from 20 February, 2017 and it will be mandatory for Customs Brokers to file Baggage Declaration(BD) in EDI. 2. The passengers or their authorized Customs Broker will now be required to file the Baggage Declaration Form (hereinafter called the BDF) at the service centre. The service centre will open from 9.30 AM to 06.00 PM on all working days. The information provided by the passenger or their authorized Customs Broker in the BDF will be fed into the computer system on payment of a nominal fees as applicable for filing of a Bill of Entry, Shipping Bill etc. The print out of the check list will be given to the passenger/Customs Broker, who should verify the correctness of the details stated in the checklist and make necessary correction, if any. On being satisfied with the entries made in the check list, they have to authorize the service centre for submission of the same to the Customs by signing the checklist. The service centre also provides a printout of the checklist/BDF containing details of passenger/goods etc. They should subsequently approach the Custodian-CFS, (CWC), Mangaluru, with the said check list to obtain location slip(if any) indicating the exact location of the said packages inside the CFS premises. 3. The passenger/Customs Broker will thereafter hand over the location slip(if any) to the said custodian for forwarding the baggage to the Customs Examination Area. As soon as the baggage enters the examination hall, the passenger/Customs Broker should approach the Inspector concerned as mentioned in the check list. The Inspector after examination/inspection of cargo will scrutinize/verify the details in the EDI system and then forward the same to the Superintendent (UB). 4. However, the BDF will be forwarded to the Assistant/Deputy Commissioner (Unaccompanied Baggage) for assessment in the following situations. a) when the passenger chooses to avail of the benefit of transfer of residence under Rule 6 or for condonation of delay in landing of cargo/baggage under Rule 8 of the Baggage Rules 2016; b) when the value of the Baggage exceeds ₹ 1 Lakh; and c) When the cargo contains any goods, the import of which, is in violation of the Customs Act, 1962 or any other law for the time being in force. In all other cases, Superintendent (UB) will assess the BD Forms. 5. On completion of the assessment, the passenger/Customs Broker can collect the printout of final BDF at the service centre and proceed to the nearest authorized bank counter to pay the Customs duties indicated in the challan. 6. On payment of the Customs duties and other liabilities if any, at the bank, the passenger/Customs Broker, will approach the Superintendent (UB) for getting the out of charge. The Superintendent will verify the proof of payment and grant out of charge from the Customs side by duly endorsing the same on the final BDF. 7. The passenger/Customs Broker will thereafter, produce the said out of charge printout to the custodian. The custodian at UB examination Centre will prepare their own challan/gate pass for payment of demurrage/handling charges. After the necessary payment is made, the custodian duly appointed for this purpose will issue gate pass for delivery of the goods. 8. The baggage of the passenger will then be handed over by the custodian to the passenger or his/her authorized customs broker, at the UB shed. The Custodian will allow the passing out of the baggage at the exit gate after verifying the BDF and the no. of packages of baggage, 9. It is brought to the notice of passengers/trade/customs brokers that all other related documents like Bill of Lading, IGM, Authorizations forms, shall continue to be presented as supporting documents manually till further orders. 10.
