Misc. 532/2017-Grp2 Dt. 27/09/2017 PUBLIC NOTICE NO. 226/2017 Subject: Declaration of full description of Wood ( Rough/Sawn/Chipped/Sliced/Peeled) Attention of all the importers, custom brokers and general trade is invited to the practice of filing Bill of Entry for clearance of Wood (Rough/Sawn/Chipped/Sliced/Peeled) under tariff heading 4403 and 4407 of Customs TariffAct, 1975. It has been brought to the notice that the Importers/Custom Brokers are not providing the complete details of the wooden logs/timber being imported for the purpose of assessment and examination. Description, Type of wood/logs, Minimum and Maximum Girth and Length and number of logs are not being declared in the Bill of Entry. The onus of making correct declaration in all aspects related to the imported goods under self-assessment procedure lies with the importer as per the Section 17 and Section 46 of Customs Act, 1962. 2. Mere description as Teak Logs, Teak Sawn Timber, Teak Rough Squares poses difficulty to ascertain the genuineness of the transaction value declared for assessment purpose which 7 leads to delay in clearance of consignment as Appraising officers would have to query for detailed packing list/Log list and other documents related to Grade, CBM(Cubic Meter) before finalizing the assessment. 3. Further it has also been observed that no proper Log list/ Packing list is being produced by the importers/CHAs from the supplier s end. The system of measurement for calculating CBM by the Supplier is not being mentioned in the Log list. For measuring wooden logs/ pieces different systems of measurement (such as Hoppus/ Geometric, etc) are being followed all over the world. 4. In order to ensure that a uniform practice is followed, it is being clarified that: a) The importers/ Customs Brokers shall file the Bill of Entry with proper description of the Wood along with their (Avg, CFT),Girth, Length, Number of logs/ pieces and the Grade. The Assessing group will ensure the same is being done in the Bills of entry being filed by the Importers/ Customs Brokers. b) Detailed Log list/Packing list provided from the supplier's end should be produced. c) The system of measurement alongwith the formula for calculating CBM adopted by the supplier should be clearly mentioned in the Log list. d) Logs/ Pieces shall be numbered individually from supplier s end, so that correlation can be done easily during examination of the cargo for the purpose of measurement.
