No: VIII/Cus/Tech/PN/48-30/18-19 Date: 15.02.2019 PUBLIC NOTICE NO. 04/2019 Subject :- Standard Unit Quantity Code for declaration filed in EDI mandatory - Regarding. Attention of all Importers, Custom House Agents (CHA) and members of the Trade is invited to the ICES Advisory 01/2019 issued by Directorate General of Systems, CBIC, New Delhi dated 11th February 2019 making use of Standard Unit Quantity Code mandatory in declarations filed in EDI. 2. Data quality and standardization of the UQC (Unit Quantity Code) for the declarations filed in EDI is an imperative requirement not just for the purposes of valuation, but for introducing other quantity-based validations in the System. An additional qualifier has now been added in the Single Window Table of the Bill of Entry to mandatorily declare the Standard UQC (SQC) in addition to the commercial UQC being declared as per the invoice currently. The Info_Typein the Single Window Table will be (Qualifier) will be SOC for all the CTHs. The information actually to be declared against this qualifier would be in Info_MSR (measure) would be the quantity in the Standard UOC as per the Customs Tariff. In Info UQC, the actual SOC will have to be provided which would be validated against the Tariff Code directory available in ICES. Even if the SQC is the same as the UQC declared for the item, it will have to be separately declared (along with the quantity) in the Single Window Table as well. 3. The declaration of the SQC will be made mandatory from 18th of February, 2019. Submission of Bills of Entry will not be possible unless the above details are declared. The qualifier and its description will also be included in the SW directories and code map published on the ICEGATE website. 4. The details of message and declaration formats may be referred at www.icegate.gov.in under Downloads - Icegate Guidelines - BE message formats. The Unit Quantity Codes will be available under Customs Duty Calculator - Codes - ITCHS codes. 5. The contents of this Public Notice may be brought to the knowledge of the member constituents of the Trade. The Public Notice may be downloaded from the website of www.punecustoms.nic.in. 6.
