Forwarding of samples for testing to the Outside Laboratories - Customs - PUBLIC NOTICE No. 40/2019

No. S.Mise.02/2018-19/AM-II Dated: 19.06.2019 PUBLIC NOTICE No. 40/2019 Sub: Forwarding of samples for testing to the Outside Laboratories - Reg. Attention of the Importers, Exporters, General Trade, Custom Brokers and all other stakeholders in the jurisdiction of Chennai Customs Zone, Chennai is invited to the Board Circular Nos. 43/2017 dated 16.11.2017 and 15/2019 dated 07.06.2019 on the above mentioned subject. Also, refer to the Public Notice No.80/2C18 dated 07-11.2018 on the above cited subject. 2. In Circular No. 43/2017-Customs, a list of items, the samples of which could not be tested in the revenue laboratories was provided in the Annexure. The Revenue Laboratories have now acquired testing facilities for some of the samples listed in the said Annexure following the up-gradation and induction of more sophisticated equipment. These items are listed in Annexure-I annexed with Circular No.15/2019- Customs. 3. Additionally, Revenue Laboratories have also acquired the facility for testing items provided in Annexure-II of Circular No. 15/2019- Customs. 4. All Groups may therefore first ensure with their respective jurisdictional laboratories that the testing facilities for any particular items listed in the said Circulars are not available with them before forwarding such samples to outside Laboratory(s) listed therein. 5. In case the jurisdictional laboratory does not have testing facility for a given sample, it would be open to the Groups to send such samples to one of the other revenue laboratories which have the facility to test the given sample, instead of availing services of an outside Government laboratory. CRCL Will continuously update the list of testing facilities available on its webpage or on the web link of each laboratory so that there are no delays in testing merely on account of ascertaining as to which of the labs has the relevant testing facility. 6.
