No. S/12-Gen-68/2018-19/PP JNCH Dated 30.04.2019 PUBLIC NOTICE NO. 39/2019 Sub: Routing of self-sealed export containers through CFSs under the jurisdiction of JNCH reg. Attention of the exporters and their agents, port terminal operators, shipping lines / shipping agents, CFSs, coming under the jurisdiction of JNCH, Nhava Sheva and all other stakeholders is invited to Public Notice Nos. 52/2009, dated 06.08.2009; 134/2016, dated 06.10.2016; 163/2016, dated 01.12.2016; 13/2019, dated 06.02.2019; and 28/2019, dated 20.03.2019 issued by this Customs House, vide which procedure have been prescribed for movement of self sealed export containers into the terminals. Many exporters and their representatives have represented to allow routing of self-sealed containers through CFSs, and the matter has been also raised in PTFC meetings. Several reasons cited for such requests are:- (i). When a shipping bill has more than one containers, it is not always possible to transport all containers together from the factory/warehouse. Since, the parking plazas are designed to hold containers for a few hours only, export shipments, when containers come into the port area on different days, require a safe place for storage of such containers till the time let export order is granted; (ii). When a container misses a scheduled vessel, it is required to move out of parking plaza and stored safely till another vessel is arranged; (iii). When a shipping bill has multiple containers, and one or more of the containers are selected for examination by the system, it is convenient to route the entire consignment through a CFS. 2. In the light of the above, the request for routing of DPE containers through CFSs is permitted subject to fulfilment of the following criteria:- (i) The CFS would have to procure hand held RFID readers, in sufficient quantities (at least 2 each) from each of the nine approved vendors at their own cost. The list of approved vendors with their contact details is annexed to this public notice as Annex-A; (ii) This facility would be available only with respect to those DPE containers which are required to be offloaded from the trailer on which it was transported from factory/warehouse; (iii) The CFS would have to designate a separate area within their premises for storage of such DPE containers. This area must be covered by CC-TV and would also have internet connectivity; (iv) Charges for unloading, storage, examination, loading and transport up to the terminal would be fixed in a transparent manner and would be displayed in the premises as well as on the web site of the concerned CFS. No other charges would be levied by the CFS in respect of such DPE cargo; (v) CFS may deploy additional staff for the facilitation of the DPE cargo, as may be required; (vi) A daily report to the Assistant Commissioner/Deputy Commissioner in charge of export in the CFS, as well as, a monthly report to Commissioner, NS-II, as annexed as Annexes- B C to this public notice, would have to be submitted by the CFS by 12.00 hrs of the following day, and 5th of the following month respectively; 3. Contravention of any of the above requirement by any CFS may result in its being disallowed for handling DPE cargo; 4. Difficulty, if any in the implementation may be brought to the notice of Deputy / Assistant Commissioner in charge of Parking Plaza, NS-II through [email protected]/ 022-27244959. 5. This issues with approval of the Chief Commissioner of Customs, Mumbai Zone-II, JNCH.
