Attention of all the concerned is brought to this office Facility No. 12/2019 dated 29.07.19 on the subject mentioned issue. As few issues are being faced as regards authorization of banks to ensure e-payment of duties, filing and processing of documents on ICES 1.5 and also due to non-availability of e-payment system for the same which rules out the procedure of manual filing and processing of bills of entry/ shipping bills at EDI locations as provided by CBIC Instruction No. 06/2017 dated 02.06.2017, it has been decided to defer the rollout of ICES 1.5 at the subject mentioned Customs locations to 14.08.2019, instead of as directed earlier. Therefore, manual processing of documents as per earlier practice will continue till roll out of ICES at these locations. Facility No. 12/2019 dated 29.07.19 may be considered amended to that extent.
