WILLINGDON ISLAND, KOCHI 682 009 F No: C1/03/2010/TU.Cus Part-III Dated: 03.02.2011 TRADE FACILITY No. 3/2011 Sub : Interim Customs procedure for the arrival of Vessel Maersk Ronneby Voy. 112 at ICTT, Vallarpadom 1. The IGM/EGM for the vessel should be filed at Custom House, Willingdon Island, Cochin as per procedure outlined in Public Notice/Trade Facility already issued by Custom House, Cochin. Seal number of the import containers shall be mentioned in the manifest. Empty containers shall also be mentioned in the manifest. On arrival of the vessel, the shipping line will approach the Inspector (Preventive Officer) of Customs at the ICTT for boarding of the vessel and for granting entry inwards/outwards. Before making the application, the shipping line would make payment of the Light House dues at the Import Bond section of Custom House, Willingdon Island, Cochin. The present procedure being followed in this regard at Cochin Port will be continued at ICTT also. 2. Containers intended for DTA importers would be moved to a Container Freight Station (CFS) of the importer s choice within the jurisdiction of the Commissioner of Customs, Cochin. All Shipping Lines/Steamer Agents will be required to compulsorily indicate in the IGM against each line, the name/code of the CFS opted by the importers/CHAs for clearance of their imported cargo. For this purpose, the importers/CHAs are advised to intimate the Shipping Lines/Steamer Agents about their option of the destination CFS, at least 72 hours prior to the arrival of the vessel (Entry Inwards) in ICTT, Vallarpadom. Where intimation regarding the destination CFS is not received from the Importers/CHAs, the Shipping Lines/Steamer Agents may declare Cochin Port as destination at the time of the filing of IGM. In case, such a declaration is not forthcoming upto the point of Entry Inwards of the vessel, M/s. IGTPL will move such containers to Cochin Port, with the approval of Customs and under intimation to the Shipping Lines/Steamer Agents concerned. On landing, containers with seals tampered, absent or incorrect will be handed over to Customs after due process by the Authorised Officer. 3. The transshipment of import containers destined to ICDs by road or rail will be permitted by AC/DC (I B), Custom House, Cochin and thereafter the movement will be permitted by the Customs Officer after verification of the permission and seals. The transshipment shall be subject to the existing Rules and Regulations. 4. Containers carrying unaccompanied baggage shall be moved to the existing baggage shed at Cochin Port by the custodian with the approval of the Customs and under Customs supervision. 5. Export containers Factory stuffed / House stuffed/ Self Stuffed wherein the LEO orders have been issued by competent officers shall be presented at the ICTT gate. Allowed for loading shall be granted by the Inspector (Preventive Officer) of Customs posted at the Gate, ICTT after verification of seal and the shipping documents. All DTA containers meant for export shall be stacked separately. 6. Shipping Bills which have not been granted LEO before presentation at ICTT gate shall be subject to Examination/Assessment procedures as prescribed by the CBEC/Custom House and as prescribed by the ICES. Provision for examination, assessment of such shipping bills at ICTT shall be subject to provision of ICES connectivity and facilities for examination at ICTT. 7. In the case of export containers from ICDs by road, the transhipment documents shall be submitted to the Inspector (Preventive Officer) of Customs at the ICTT gate. The officer after verification of the documents and container seal will certify in the Shipping Bill that the seal is intact. Thereafter inclusion of vessel name will be permitted by the Superintendent (Preventive) at ICTT, Vallarpadom. Allowed for Loading will be granted by the Inspector (Preventive Officer). 8. In the case of export containers from ICDs by rail, the transhipment documents shall be submitted to the Inspector (Preventive Officer) of Customs at the ICTT, designated for he purpose. The officer after verification of the documents and container seal will certify in the Shipping Bill that the seal is intact. Thereafter inclusion of vessel name will be permitted by the Superintendent (Preventive) at ICTT, Vallarpadom. Allowed for Loading will be granted by the Inspector (Preventive Officer). 9. In the case of export containers originating from ICDs / CFSs / Factory stuffed /House stuffed/ Self Stuffed containers received with seals broken or tampered, the Officer of Customs at the ICTT gate shall make a report about the same to the Superintendent of Customs and AC/DC. Thereafter, the container would be sealed with an OTL by the customs officer and moved to the nearest CFS for detailed examination. 10. After the shipment is complete, the Inspector (Preventive Officer) of Customs posted at ICTT shall certify the Shipping Bills to that effect on the basis of Mate s Receipt. 11. Container permits will be obtained by the Steamer Agents from Customs as is being done at present. Existing procedures for movement of containers to DTA will apply. Monitoring of container permits, cancellation on the basis of export certificates, processing of request for extension of time limit for re-export of containers, intimation on repair of containers, temporary landing permits for coastal containers etc shall continue to be done by Customs. 12.
