No. S/22-Gen-402/2017-18/AM(I) Date:-23.01.2020 PUBLIC NOTICE NO. 13/2020 SUB:- Introduction of online module for submission of 72 hrs. prior intimation and submission / change of One Time Default Intimation of CFS - reg. Attention of importers, customs brokers, general trade, port terminal operators, shipping lines / shipping agents, CFSs coming under the jurisdiction of JNCH, Nhava Sheva and all other stakeholders is invited to various Public Notices issued by this Custom House regarding 72 hours prior intimation given by importer for change of CFS and One Time Default Intimation (OTDI) process. 2. OTDI process was introduced by JNCH vide P.N. No.36/2018 dtd. 09.03.2018, as amended vide P.N. No.49/2018 dtd. 26.03.2018, P.N. No.115/2018 dtd. 02.08.2018 and P.N. No.126/2018 dtd. 21.08.2018, to obviate the need to submit 72 hours prior intimation each time by the importers and to promote DPD. DPD importers who had not submitted the OTDI were advised to submit the same, as provided in the above mentioned public notices. 3. Grievances were received by this office from importers against shipping lines and shipping agents regarding not honouring 72 hrs. prior intimation requests / OTDI and movement of their containers to CFS other than their preferred CFS. However, shipping lines / shipping agents claimed that they follow 72 hrs. prior request / OTDI only and that issues were arising due to reasons like absence of OTDI, non-timely submission of prior intimation, submission of multiple prior intimation requests, etc. 4. Therefore, to resolve the above issue, deliberations were held by the Commissioner of Customs (NS-III) with members of shipping lines / agents association and BCBA. It was decided that to streamline the process of giving 72 hrs. prior intimation / OTDI, an online module will be created on DPD JNCH website i.e. dpdjnch.com. Through the above module, importers will be able to give 72 hrs. prior intimation request for change of CFS and will also be able to submit / change OTDI. 5. A trade notice dated 12/12/2019 was issued for all DPD importers to submit their details viz. name, IEC, mobile number and email id. Details of all the importers, who have submitted the said details in the DPD section, have been updated in the backend database of the aforesaid module. Those importers who have not submitted their aforesaid details, when they will give 72 hrs. prior intimation request for change of CFS / OTDI for the first time, they have to feed their mobile number and email id in the module. The mobile number and email id submitted by them at that time will be saved in the database and will by default be used for sending OTP for future requests. If any importer in future wants to update his mobile number or email id in the database, then he has to submit an application on their letterhead to AC/DC, DPD section, JNCH, with proper reason for change of details. If reason is found proper, then only request will be considered for change of said details. 6. It has been observed that many importers have taken DPD facility but they have not declared their OTDI (DPD-DPD or preferred CFS). It is clarified here that only those DPD importers who have submitted OTDI can give 72 hrs. prior intimation request for change of CFS through the instant module. 7. For giving 72 hrs. prior intimation request, DPD importer has to visit DPD JNCH website i.e. www.dpdjnch.com and follow the steps mentioned below - a) Click on 72 HRS. PRIOR INTIMATION REQUEST tab highlighted on the screenshot below or visit URL http://dpdjnch.com/reason-of-change-of-cfs.aspx . b) Fill in the requisite details like IEC, expected date of arrival of vessel, vessel name, voyage No., bill of lading No. date, shipping line name, CB name, reason for change of CFS, CFS with required facilities, etc. After submitting all the details, an OTP will be sent on the submitted mobile No. of the DPD importer for authentication of the request. Sample screen of required details is as below:- c) After filling the OTP and submitting, importer s request for change of CFS will get updated in real time in the data file on JNCH website and it will be accessible both to the importers and shipping lines / agents. 8. The data of 72 hrs. prior intimation request for change of CFS will remain in database till 96 hrs. from the expected date of arrival of vessel as entered by the importer and if the vessel is delayed by more than that time, the importer will have to make a fresh request for change of CFS. 9. As mentioned in Para 6 above, only those DPD importers who have submitted OTDI can give 72 hrs. prior intimation request for change of CFS. Therefore, if a DPD importer has not submitted OTDI and he wants to give 72 hrs. prior intimation request through the module, then first he has to submit OTDI. For submitting OTDI, importer has to visit DPD JNCH website i.e. www.dpdjnch.com and follow the steps mentioned below a) Click on Submit OTDI tab highlighted on the screenshot below or visit URL www.dpdjnch.com/declare_OTD.aspx . b) Fill in the requisite details like IEC code, Mobile Number, email id and OTDI (DPD-DPD or preferred CFS). After submitting all the details, an OTP will be sent on the mobile number submitted for authentication of request. Sample screen of required details is as below:- c) After filling the OTP and submitting, importer s request for submit / change of OTDI will get updated in real time in the data file on JNCH website and it will be accessible both to the importers and shipping lines / agents. 10. For movement of container to CFS, shipping lines / agents will first verify from 72 hrs. prior intimation data file about any request for movement of container and if no request for the consignment is available in this file, then they will be guided by the OTDI list. The shipping lines / agents shall ensure that the containers are moved to CFS only as per details mentioned in the data file updated through the subject module or through OTDI, as the case may be, and the changes in destination CFS are updated in final IGM filed by them with the Customs. 11. It is brought to the notice of all concerned that till 10/02/2020, the requests of importers for submission of 72 hrs. prior intimation and submission / change of One Time Default Intimation will be accepted through both methods i.e. the subject module and also as per current practice of email to Shipping Line / Customs. From 11/02/2020, all aforesaid requests will have to be submitted through this module only and no other mode of communication, either manual or electronic, will be entertained. 12.
