Tech Date:21.02.2020 PUBLIC NOTICE No. 5/ 2020 - Customs Subject: Customs - Facilitation of clearance of import cargo - Late filing of Bills of Entry due to delay in receiving of documents from China - Reg. Attention of all Importers, Exporters, Customs Brxjkers, Shipping Lines/Agents, Custodians/Customs Cargo Service Providers, Port Terminal Operators, General Trade / Trade Associations / Chamber of Commerce and all other stakeholders the public, coming under the jurisdiction of Commissionerate of Customs (Preventive), Vijayawada, is invited on the above mentioned subject. 2. Consequent to outbreak of Novel Corona Vitus, it has been reported in media that there is delay in receipt of documents in respect of cargo imported from China led to piling up of / piling up of consignments for clearance at Ports/CFSs on account of non- receipt of basic import documents by the Indian consignees, resulting in late filing of Bills of Entry. 3. As late filing of Bills of Entry attracts late fee in terms of Bill of Entry (Electronic Integrated Declaration and Paperless Processing, 2018) vide Notification No.36/2018- Cus.(NT) dt.11.05.2018, keeping in view the exigency because of outbreak of Corona Virus in China and in order to facilitate trade, in the public interest, it has been decided that the Bills of Entry filed late for clearance of import consignments from China Mill not attract any late fee charges based on a letter submitted by importer/Custom Broker that the delay in filing the Bill of Entry was on account of non-receipt of documents from China. 4. A helpdesk is also formed under the charge of Deputy Commissioner (Import), Krishnapatnam l Kakinada for Krishnapatnam Custom House and Kakinada Custom House respectively to resolve the issue relating to late filing of Bills of Entry by importer / CHA due to delay in receiving the documents from Chinese supplier / Steamer Agent / Consolidator etc., Importer / CHA may contact Deputy Commissioner's of respective Customs Houses through e-mail (1) [email protected] for Krishnapatnam Customs House and (2) [email protected] for Kakinada Customs House. 5.
