No. VIII(12)Import/Tech./P.N./06/2020/2983 to 2996 Date:- 26.02.2020 PUBLIC NOTICE NO. 11/2020 Sub: Implementation of PGA e-SANCHIT - Paperless Processing under SWIFT - Uploading of Licenses /Permits / Certificates / Other Authorizations (LPCOs) by PGAs - reg. Attention of all Customs Brokers, Importers, all ICEGATE community partners, other stake holders and members of the Trade is invited to the CBIC's Circular No. 11/2020-Customs dated 10.02.2020 and Public Notice No. 04/2020 dated 04.02.2020, issued by ACC-Import Commissionerate on the above subject. 2. 'e-SANCHIT' application is successfully in operation since 01.04.2018. The facility to upload digitally signed Licenses/Permits/Certificates/ Other Authorizations (LPCOs) by Participating Government Agencies (PGAs) on e-SANCHIT at all ICES (Indian Customs EDI System locations across India was introduced vide Circular No. 44/2018-Customs dated 13.11.2018 w.e.f. 16.11.2018. Board has further issued Circular No. 13/2019-Customs dated 03.06.2019, Circular No. 19/2019-Customs dated 16.07.2019 and Circular No. 03/2020-cus dated 15.01.2020 I respectively. In this regard, Public Notice No. 04/2020 dated 04.02.2020 was issued enabling 4 more PGAs for uploading their LPCOs on e-SANCHIT, making total 47 PGAs uploading their LPCOs on e-SANCHIT. 3. NOW. 3 more PGAs with their LPCOs as detailed in Annexure-I are being brought onboard the e-SANCHIT platform. With this, the total number of PGAs brought on board becomes 50. 4. Since the facility to upload the LPCOs issued by said 3 LPCOs is now being fully made available 10, the beneficiaries i.e. importers/customs brokers would not be allowed to upload the previously issued LPCOs on e-SANCHIT w.e.f. 28.02.2020. Further, to facilitate the members of the trade (beneficiaries), said 3 PGAs are required to upload the LPCOs issued by them during the last 15 days from the above cut-off date. Any LPCOs issued on a prior date may also be uploaded by these PGAs on e-SANCHIT, in order to enable the beneficiary to utilize the same. 5. It is reiterated that these PGAs will be communicating with the beneficiaries through the e-mail addresses registered in the ICEGATE. Board had already introduced simplified auto registration process in ICEGATE based on e-mail IDs already provided by them for registration under GST without the use of digital signatures for limited purposes of e-SANCHIT (Communication and viewing) and the IRNs will be communicated to such e-mail IDs. In this regard Board s Circular No. 35/2018-Customs dated 01.10.2018 and Circular No. 14/2019-Cus dated 003.06.2019 may be referred. Since the facility of beneficiary uploading these documents I.e. LPCOs issued by said 3 PGAs) through e-SANCHIT will be deactivated from 28.02.2020, beneficiary registration is of utmost importance. Hence, beneficiaries are requested to ensure that their correct e-mail addresses are reflected in the ICEGATE. 6. Public Notice No. 04/2020 dated 04.02.2020 is modified to the extent discussed in para 3 above. 7. All (Ride associations/members of Customs Brokers Association are requested to take note and publicize the contents of this Public Notice among their members/constituents. 8. For the departmental officers, this may be treated as Standing Order. 9. Difficulties, if any, may be brought to the notice of Additional Commissioner of Customs (Technical), ACC Imports, New Customs I-louse, New Delhi.
