COVID-19 Facilitation measures- Relaxation in procedure for clearance of Pharma items requiring NOC/Approval from ADC - Customs - PUBLIC NOTICE NO. 63/2020Extract OFFICE OF THE COMMISSIONER OF CUSTOMS (IMPORT), PRO CELL, AIR CARGO COMPLEX, SAHAR, ANDHERI (EAST), MUMBAI 400 099 F. No. S/3-MISC-PRO-13/2018-19/ ACC(I) Date :14.04.2020 PUBLIC NOTICE NO. 63/2020 Subject: COVID-19 Facilitation measures- Relaxation in procedure for clearance of Pharma items requiring NOC/Approval from ADC -reg. Attention of the Importers, Trade , Customs Brokers and all the stake holder is invited to clearance of Pharma items and related items requiring approval from the Asstt Drug Controller, ACC . In this regard Public Notice dated 25.03.2020 issued by Drugs Controller General (India) (www.cdsco.gov.in )may be seen .In view of prevailing emergent situation and social distancing , relaxation of procedure in the above context proposed as per discussion with Office of the Asstt Drug Controller, ACC , is laid down as under : i)-All applications for import of Pharma items including Test Kits may be sent in Advance online by Importer including all related documents through Email ([email protected]) . The Applicants shall clearly mention the designation of Authorised person making request including their contact No/Email .In case of any query and submission of further documents same shall be mailed to the Importer. After scrutiny of the application and other documents NOC will be mailed by ADC online to the Importer. ii)-As a temporary measure , L/Gs for labeling and testing are being accepted on basis of signed Letter Head of the Importer mailed to ADC instead of Notarised Stamp Paper . iii)-Importers may make online requests on signed letter head for clearance of Direct Delivery shipments which are yet to be arrived . iv)-Consignment of Vaccine and certain critical IVD s(which are sampled 100% for testing) , same shall be released on Document Review, Protocol review, BRC, previous track record , subject to conditions detailed in DCG(I) letter dated 25.03.2020. For further clarifications , Importer and all concerned may refer to clarification/Public Notice issued by DCG(I) from time to time which is available in website .(www.cdsco.gov.in ) . v)-In case of queries specifically on consignment related to diagnosis and treatment of COVID-19, the importers may directly approach Mr. Abhishek Chawla, Asstt Drug Controller, Astt Drug Controller ( Mob.7982545956) vi)-On Testing waiver request in case of medicines ( both API and formulations) directly known to being used by Doctors in treatment of COVID-19, same is being allowed based their previous testing track record . vii) For further clarification in the matter of import of these items, Public Notice dated 25.03.2020 issued by Drugs Controller General (India) and other Public Notices issued from time to time may be referred ( website -www.cdsco.gov.in) 2) All trade associations/members of Customs Brokers Association are requested to take note and publicize the contents of this Public Notice among their members/constituents. 3) Difficulty, if any, faced in implementation of this Public Notice may be brought to the notice of the Additional/Joint Commissioner of Customs, Import, ACC, Mumbai (Email.
