No. VIII(12) ACE/ Tech/PN/27/2019-20 Dated: 22.04.2020 Public Notice-16/2020 Subject-IGST refunds on exports-extension in SB005 alternate mechanism-reg. Attention of the Exporters , Importers , Custom Brokers and all other stakeholders is invited towards Board Circular No. 22/2020-Customs dated 21 on the above subject of SB005 error resolution. 2. The Board has already issued various Circulars in the spirit of trade facilitation and as interim measures to help trade adapt and acclimatize to changing requirements in the GST era. However, there are still numerous Shipping Bills having invoice mismatches between the GST returns data and the customs data presented along with the Shipping Bills resulting in SB005 error. This results in blocking of the IGST refund disbursal, which is otherwise fully automated, except for the refund scroll generation. 3. Considering that the entire country is facing unprecedented challenges due to the COVID 19 pandemic , and that the exporters are facing genuine hard- ships due to the SB005 errors, it has now been decided to extend the facility of SBC)05 error correction in the Customs EDI system for Shipping Bills with date upto 31. 12.2019. 4. All Exporters, Custom Brokers are advised to follow the procedure in Circular No. 05/2018-Customs dated 23.02.2018 as amended, and immediately apply for rectification of errors following the procedure prescribed. It may be noted however, that in view of the Covid-19 related social distancing and lockdown, all communications may be sent only through email, without physically approaching the Customs Office, unless specifically advised to do so. The applications, with all relevant enclosures may please be forwarded to the email- Id AccDbk.DelhiQiceeate.gov.in As Customs is geared to improving the liquidity of exporters, and shall complete all pending payable claims, this may please be undertaken immediately, and all claims be forwarded at earliest, well before the end of the month 5. All members of the trade, exporters, customs brokers are duly advised again to make efforts to understand the problems due to mismatch of invoices resulting in error, and to invest time and due precautions for preventing error in the future. 6. All Exporters, Customs Brokers and Trade Associations are requested to give wide publicity to the contents of this Public Notice among their members in particular and Trade in General. 7. Difficulty, if any, should be brought to the notice of Additional Commissioner, Air Cargo Exports New Customs House, New Delhi.
