No. VIII/48/97/2020 BACC TECH DATED 02.03.2020 PUBLIC NOTICE. NO .06/2020 Sub: Implementation of automated clearance on All-India Basis- reg. Attention of Importers, Custom Brokers and other stakeholders is invited to Board Circular No. 15/2020 Customs dated 28.02.2020, extending the facility of automated clearance of Bills of Entry to all Customs locations where Customs EDI is operational, with effect from 05.03.2020. 2. The important features of the automated clearance are as follows: i) The facility will only be for ICES locations where RMS is fully enable and fully functional ii) All the Customs Compliance Verification(CCV) requirements under the Customs Act, Rules, Instructions etc., will be done by the designated Proper Officer of Customs. iii) The CCV would operate even while duty has not been paid or payment is under process. iv) Once the goods registration is complete, the designated proper officer of Customs would do all the necessary verifications of Customs Compliance Verification (CC V) requirements under the Customs Act, rules, instructions etc. After completion of CCV, the Proper Officer of customs, on satisfaction that the goods are ready for clearance, will confirm the completion of the CCV for the particular Bill of Entry in the Customs System. OOC will be given the same way, in the System, as is being given now from the SUP role. Other conditions, except the condition of duty payment would still be checked by System at the time of goods registration. Once the OOC is given, the BE will not move to GAT queue automatically, instead, it would move to CCV queue. Once the payment is made by the importer and is integrated in the System, the BE would instantly move to GAT queue and OOC print would be available for generation. If the importer has already paid the applicable duties by the time the proper officer has processed it for CCV, the BE would immediately go to the GAT queue, after the OOC is given by the officer in System. Similarly, the deferred duty BES shall also move to GAT immediately without waiting for duty payment. 3. All the Importers, Custom Brokers and other Stakeholders, are requested to take note for suitable compliance. 4.
