No. P3/20/2019-AM(Stats) Date: 04.05.2020 Public Notice No. 32/2020 Sub: COVID-19 - Facilitation measures - procedure for generating Cargo Movement Approval Order for Containerized cargo - reg. Subsequent to discussions held during the Permanent trade facilitation held on 30.04.20 chaired by Chief Commissioner , Vizag Zone through video conferencing the existing practice of granting of movement orders for containers as per the trade notice issued by the custom house vide trade notice no 6/2013 dated 06/04/2013 has been re-examined as many stakeholders have expressed certain difficulties in the existing procedure . The matter related to movement of container traffic is amended accordingly As per the present practice, on arrival of the vessel and after entry inwards is granted, the Superintendent of ITP Cell generates Cargo Movement Approval Order towards movement of Lines/ Containers for the Destination CFS based on the declaration made by the liners in the IGM. The form is signed and forwarded to VCTPL for allowing the incoming containers to their respective CFS. To avoid the human interference in transporting the signed copies of the Approval Orders from ITP cell to VCTPL, the following procedure provided herein will be followed henceforth until the lockdown period/ further orders: The Superintendent at VCTPL shall inform about the arrival of vessels to the I TP Cell Superintendent through e-mail, after granting entry inwards. On receipt, the I TP Cell Superintendent shall generate the Cargo Movement Approval Order in respect of the incoming containers of the particular vessel. Thereafter, the ITP cell Superintendent shall forward the soft copies of the Cargo Movement Approval Orders to the Superintendent at VCTPL and to the planning section of VCTPL. Soft copies of the Approval Orders shall also be forwarded to the liners from the ITP cell by e-mail. The Liners are requested to share their e-mail ids to the ITP cell. On receipt of the Approval Orders, VCTPL may dispatch the incoming containers to the respective CFSs, if all other existing formalities are fulfilled by the liners. Henceforth, VCTPL/ stakeholders may not insist on signed copies of Cargo Movement Approval Order from the ITP Cell for movement of incoming containers from VCTPL to respective CFS. Difficulties, if any, faced in implementation of the above said procedure by stakeholders/ VCTPL may be brought to the notice of the Assistant/ Deputy Commissioner (ITP) immediately. (Dr. D.K.
