VIII/48-42/AG-CHM/Public Notice/2019-20 Date: 07.10.2020 Addendum - ITO PUBLIC NOTICE NO.14/2018 Subject: Request for amendment in procedure for the Shipping Bills selected by the Systems for detailed examination (Check Packets) - regarding. Attention of the Importers, Exporters, General Trade, Port Terminal Operators, Shipping Lines/ Shipping Agents, CFSs coming under the jurisdiction of Mundra Custom House and all other stakeholders is invited to Public Notice No.14/2018 dated 29.06.2018 issued by this office regarding procedure for the Shipping Bills selected by the Systems for detailed examination (Check Packets). Representations have been received regarding difficulties faced in respect of procedure for scanning of self - sealed export containers (selected as Check - Packets) as mentioned in Para 2 of Public Notice No. 14/2018 dated 29.06.2018. They have highlighted as to how the current procedures are discriminatory on one hand and leading to increase in Logistic cost for Indian Exporters on other hand. After analysis of these representations thoroughly, it has been decided that there is a need to review present practice. 2. Accordingly, after considering the representations of the trade and the practice followed in other Commissioner-ate, Para 02 Of Public Notice No.14/2018 dated 29.06.2018, shall be read as follows: 2. Docks Officers will carry out examination strictly as per Mandatory Examination Instructions as prescribed by RMS without any deviation i.e. The system selected packets need to be scrupulously examined as per RMS Instructions without any deviation. Selection of packets by officers is not allowed Further, only system selected containers should be subjected to scanning. The containers in shipping bills shall not be selected by Docks Officers for scanning except on the basis of specific intelligence or on the basis of selection by RMS based on risk parameters. Further, when any export container is selected for scanning, top most priority will be given for scanning. Further, it has been decided that the containers selected for scanning would be brought from Terminals for scanning by Mobile Container Scanner or Fixed Scanner. The physical examination of the system selected check packets would be carried out at MICT CFS( In case of Export through MICT Terminal ) and at Exim yard(ln case of export through CT-I , CT-3 and CT-4 Terminal). 3. Public Notice No.14/2018 dated 29.06.2018 is amended to the above extent. 4. All trade association/members of Customs Broker Association are requested to take note and publicize the contents of this amended public notice among their members/constituents. 5. Action to be taken in terms of decisions taken in this Public Notice will be considered as standing order for the purpose of officers/staff. 6. This Public Notice shall come into force with immediate effect. In case of any difficulty, the specific issue may be brought to the notice of Additional Commissioner (Docks). (T.v.
