Ltd., Plot No.C-19, Express Cargo Terminal, Near Kempegowda International Airport, Devanahalli, Bengaluru for transshipment of import goods from Express Cargo Terminal, Bengaluru to Air Ports namely Mumbai, Chennai, Delhi, Cochin, Kolkata, Hyderabad and Ahmedabad through Bonded Trucking Services of M/s. Shreeji Trans Logistics Ltd. via road transport Services. -reg Attention of trade and all concerned is brought to this Public Notice issued in terms of Goods Imported (Conditions of Transshipment) Regulations, 1995 and Circular No. 06/2007-Cus dated 02.01.2007, as amended from time to time, vide which M/s DHL Express (India) Pvt .Ltd., Plot No.C-19, Express Cargo Terminal, Near Kempegowda International Airport, Devanahalli, Bengaluru 560 300 is being accorded permission to transship goods from Express Cargo Terminal, Bengaluru to Air ports namely Mumbai, Chennai, Delhi, Cochin, Kolkata, Hyderabad and Ahmedabad through Bonded Trucking services of M/s. Shreeji Trans Logistics Ltd. via road transport Services. 2. The request of M/S DHL Express (India) Pvt. Ltd. for the said transshipment permission through Bonded Trucking Services of M/s. Shreeji TransLogistics Ltd. via road transport Services has been examined. The said transshipment permission is hereby granted, and shall be valid for one year from the date of issue of this Public Notice, subject to compliance of procedures and conditions stipulated below: (i).M/s DHL Express (India) Pvt. Ltd have executed Transshipment Bond of Rs. 200,00,00,000/- (Rupees Two Hundred Crores only) vide Bond No.IN-KA28509351555165U for compliance of law and procedures relating to transshipment prescribed in Chapter -VIII of Custom Act ,1962, Circular No. 06/2007- Cus dated 02.01.2007, Circular No. 69/99-Cus dated 06.10.1999 and any other Rules, Regulations, Notifications and Instructions issued on the subject from time to time. M/s DHL Express (India) Pvt Ltd has been granted waiver from furnishing Bank Guarantee vide letter dated 01-04-2022. (ii).M/s Shreeji Trans Logistics Ltd shall execute Transshipment Bond of Rs. 2,00,00,00,000/- (Rupees Two Hundred Crores only) for transshipment of cargo, for compliance of law and procedure relating to transshipment prescribed in Chapter-VIII of Customs Act,1962, Circular No. 06/2007-Cus dated 02.01.2007, Circular No. 69/99-Cus dated 06.10.1999 and any other Rules, Regulations, Notifications and Instructions issued on the subject from time to time. It has been observed that M/s Shreeji TransLogistics Ltd has been granted waiver from furnishing Bank Guarantee vide letter Ref. ARPT/COUR/TRAN/05/2023-TP dated 18.03.2023 as per Circular No.24/2006-Cus dated 25.08.2006 in a case of transshipment of import cargo, wherein they executed a bond for Rs.42 Crores. (iii).The goods sought to be transshipped shall be specifically mentioned in the import manifest or the import report for transshipment to any customs station. Transshipment of goods not specifically manifested as for transshipment will not be permitted. (iv).On arrival of cargo, the transshipment cargo is to be segregated at custodian s premises. (v).After unloading of the imported goods, the transshipment goods to be segregated and transferred to TP processing area and a consolidated Manifest shall be prepared and duly signed by the representative of M/s DHL Express (India) Pvt. Ltd. (vi).The Master Airway Bill to be executed from Origin port as Bengaluru to the respective destination port. The Master Airway Bill number along with the destination to be affixed on every shipment. (vii).TP processing area shall be safely and adequately secured and shall be operated under the supervision of the customs official under CCTV surveillance. (viii).M/s DHL Express (India) Pvt. Ltd. is required to file an application for transshipment of courier shipments, consigned to another airport as indicated in MAWB. Cargo transfer manifest (CTM) prepared by the carrier/console agent, as the case may be will be treated as application for trans-shipment. Separate CTMs may be prepared destination wise for Courier/Cargo mode. Such transshipment should be approved by the proper officer. (ix).Transshipment of goods not specifically manifested for transshipment will not be permitted. No physical examination needs to be conducted, except on specific intelligence, for allowing trans-shipment and only marks and number of cargo need to be verified. (x).The receiving carrier/transporter should prepare its cargo manifest and transshipment be allowed under Customs supervision. The value of transshipped cargo should be debited from the transshipment Bond. (xi).Customs at destination airport will acknowledge the receipt of the cargo and send back the acknowledgement manifest through the carrier/transporter. The carrier/transporter should produce such acknowledgement at the originating airport within 30 days of trans-shipment. On the basis of such acknowledgement the Trans-shipment Bond would be re-credited. (xii).Before the goods imported are transshipped, all small packages containing the imported goods shall be placed in durable bags and in turn be put in container and the proper officer shall seal the container with the Customs Department's seal in the presence of an authorised representative of the carrier/ transporter and M/s DHL Express (India) Pvt. Ltd. The bags and the materials required for sealing the containers shall be provided by, and at the cost of M/s. DHL Express (India) Pvt. Ltd. (xiii).A fee of Rupees Twenty, on presentation, for each application for transshipment of the goods shall be charged. (xiv).M/s DHL Express (India) Pvt. Ltd. shall maintain records and registers in respect of transhipment of goods and shall submit them for inspection as and when directed by the proper officer. (xv).It shall be ensured that import general manifest (containing the details of import goods so carried) duly attested and sealed by the customs shall be carried by carrier/transporter carrying the said goods and handed over to the proper customs authorities at the customs station of destination in India. (xvi).The said goods in safe and intact condition shall be produced to the proper customs authorities at the said customs station and a certificate to that effect issued by the customs authorities shall be submitted to the proper officer, within one month or within such extended period as such officer may allow. On production of said certificate, the bond shall stand discharged. In case of failure to produce the said certificate, an amount equal to the value, or as the case may be, the market price of imported goods in respect of which the said certificate is not produced shall be paid by custodian. (xvii).M/s DHL Express (India) Pvt. Ltd. and the carrier shall carry out the instructions issued from time to time by the proper officer to ensure safe custody and transportation of imported goods to be transhipped, due arrival of such imported goods at their respective destination and to receive acknowledgement of the proper officer at those destinations. (xviii).The permission is valid initially for one year from the date of issue of this Public Notice and shall be renewed for every three years subsequently based on satisfactory fulfilment of the conditions and submission of request for renewal by the custodian.
