Proper organisation of work relating to collection, collection and dissemination of information. - Income Tax - 1049/CBDTExtract INSTRUCTION NO. 1049/CBDT Dated : March 19, 1977 In pursuance of the Government decision with regard to the Direct Taxes Enquiry Committee's recommendations contained in paras 2.177 and 2.179 of their Report, Instructions have been issued for proper organisation of work relating to collection, collection and dissemination of information in the Central Information Branches and their annual inspection by the CsIT. In the light of the circumstances prevailing in their respective jurisdictions, the CsIT are expected to draw annual programmes for collection of information from the potentially fruitful sources. Both for 1975-76 and 1976-77, the Board have also suggested certain sources to which particular attention should be paid in gathering information. 2. For securing efficient functioning of the Central Information Branches, the Direct Taxes Enquiry Committee has recommended laying down standards of work and performance in order to judge the requirements of manpower and to measure the adequacy or otherwise of the output given by the persons at various level. In this connection, the Board are advised that the detailed work measurement study of these Branches in a few representative charges can best be undertaken only after the CIBs, as newly constituted, have functioned for some time. For the time being, on an ad hoc basis, a unit in a Central Information Branch consisting of one Income-tax Officer, 4 Inspectors, 4 Upper-Division Clerks and 2 Lower Division Clerks may reasonably be expected to achieve the following minimum out-put in a year: 1. Collection of extracts including enquiries 33,000 regarding complaints, by deploying Inspectors. 2. Forwarding of extracts to the concerned IAC 55,000 and follow up, including those received suomotu. A complete output record of the Central Information Braches (unit-wise, each unit consisting of the above strength should be maintained to gauge the performance of the Branch as also to enable the O M Directorate to refer to it for their work measurement study. 3. It should be ensured that the Central Information Branch is entrusted only with the work relating to collection, collation and dissemination of information to I.T. Officers from internal and external sources and is not burdened with any other work.
