Income-tax, Corporation-tax and Interest tax in respect of multi-Commissioners' charges. - Income Tax - 1122/CBDTExtract INSTRUCTION NO. 1122/CBDT Dated : December 12, 1977 At present the targets of collections of Income-tax, Corporation-tax and Interest tax in respect of multi-Commissioners' charges are fixed by the Board as a consolidated figure for all the Cs.I.T., which form part of a particular charge. Vide Board's letter F.No. 370/73/77-IT(B), dated 19.11.77, it has been stated that the targets of collections of the Cs.I.T. of the Central Charges would be merged with those of the CIT-I where the wards/districts of the ITOs of the Central Circles are located. It is expected that the CIT-I in each multi-commissioners' charge in consultation with his colleagues, including Cs.I.T. (Central) if any located at that station, will formulate and allocate the targets of collections for each of the Cs.I.T. in that charge; the idea being that each CIT will, in turn, fix the targets of his IACs and through them of each ITO of an IACs range. In this way, the ITOs, IACs and all the Cs.I.T. will be actively involved in achieving the targets of net budget collections. 2. After the extension of the scheme of acceptance of Direct Taxes by public sector banks and the departmentalisation of receipt accounts, it became necessary to get telegraphic information regarding the net budget collections on the basis of the figures compiled in Central Treasury Units/Local Treasury Units/designated officers. It has been brought to the notice of the Board that in some charges the individual Cs.I.T. are not getting speedily, every month, the information about the net budget collections of their individual charges from the CTUs while, in some others, the CIT-wise targets are not being fixed and the entire responsibility for budget collections is being assumed by CIT-I. As this practice is not conducive to the exercise of an effective control over the progress of net budget collections nor does it help in the formulation of realistic budget estimates, the Board desires that Cs.I.T.-I will please allocate the targets of collections among their colleagues in multi-commissioners' charges (including Cs.I.T (Central) if any located at that place and forward a copy of such CIT-wise allocation to the Board by 31.12.77 with a copy to the concerned Member of the Board. 3. With a view to watching the progress of collections of each CIT, the Board desires that while forwarding the challans by the CTUs or LTUs to the DCUs/ITOs, a CIT-wise statement of net budget collection may also be prepared and sent to the respective Cs.IT. who will not only exercise a control over the progress of net budget collections in the light of the targets allocated for their charges but will also take necessary steps to ensure prompt and timely entry of the chalans in the Daily Collection Registers of the respective ITOs and their posting in the Demand Collection Registers. It is very important to see that the chalans are entered in the Demand and Collection Register without any delay whatsoever, in order to ensure inter alia, that the demand in arrear is not known as inflated.
