Special messenger for collecting the scrolls. - Income Tax - 1237/CBDTExtract INSTRUCTION NO. 1237/CBDT Dated : February 16, 1979 Reference is invited to Board's letter No.385/10/78-IT(B) dated 16th February 1978 on the above subject and to say that it is necessary to ensure that the payments of Income-tax and other direct taxes tendered at the various branches of public sector banks during the 2nd fortnight of March, 1979 are accounted for in the current financial year. It has been decided in consultation with the RBI that the authorised public sector banks will introduce daily special messenger arrangements at their link branches from 15th March 1979 for collecting the scrolls from their branches and passing them alongwith collections of Direct taxes of the day to the focal point bank branches on the very day of receipt from the public like last year. A copy of the RBIs letter No.1562/GA.64(10)-78-79 dated 31-1-79 addressed to all aurthorised public sector banks requiring them to introduce the daily special messenger arrangements from 15th March, 1979 is printed below for information . The arrangements will be at the same as indicated in Board's Instruction No.1047 dated 17th March, 1977 (F.No.385/10/77-ITB). 2. It is essential that the daily special messenger arrangements advised by the RBI are followed strictly by the authorised public sector banks at various places in your charge. It is, therefore, requested that proper liasion may please be established with the managers of the focal bank branches at appropriate levels to ensure that the authorised public sector banks follow strictly the daily special messenger arrangements for crediting the collections of the last 16 working days of March 1979 to the Government account in the same financial year. For this purpose daily and thorough checking of scrolls/challans received by the CTUs/LTUs/Single ITO units is necessary to identify the receiving bank branches which may not send them to their link branches the scrolls/challans should be made the very day of the receipt of payment from the assessees. Any instances of delay in the receipt of bank scrolls beyond two days should be taken up immediately with the managers of the concerned focal bank branches and the difficulties sorted out in the way of the expeditious receipt of challans by the designated officers. In case, any difficulty remains unresolved the matter should be brought to the notice of CCA so that it can be taken up with the RBI or the head offices of authorised public sector banks concerned.
