In his absence any member may be selected among the other members present in the meeting. All questions which come up before any meeting of the Centre shall be dealt with as expeditiously as possible. The Centre shall dispose the same within 6 months from the date of receipt of the application. If it could not be disposed within 6 months the reasons for the same shall be recorded.
