Hence, it is imperative that Every Cargo manifested should be uniquely identified, so as to keep track of the movement of the cargo. The System would generate a unique number called Sub-Manifest Transhipment Permit (SMTP) for any cargo manifested for inbound or outbound customs movement. The SMTP corresponds to a transport document issued to a shipper for a carriage of cargo. The Concept of SMTP referred above is slightly different from present context. Currently, SMTP number is assigned for a Transhipment request by a custodian in the manifest. It could include multiple lines being transhipped rather than a cargo. This posed difficulty in capturing consolidation or segregation of a cargo in customs premises. Earlier, shipping lines used to get their shipping line codes distinctly at customs locations. So, there were instances of same entity having different shipping line codes at different customs ports.
