E-filing of ER-1, ER-2 and ER-3 Returns - Central Excise - Trade Notice No /15/2007Extract CUSTOMS HOUSE, NAVARANGPURA, AHMEDABAD Trade Notice No /15/2007 Basic No.13/2007 Subject : E-filing of ER-1, ER-2 and ER-3 Returns. The trade is aware that the Central Excise Department is providing the facility of filing the monthly/quarterly excise returns namely ER-1, ER-2 and ER-3 electronically to all manufacturers of excisable goods and EOUs. The Commissionerate has already issued a Trade Notice No 36/2004, dtd 17-6-04 explaining the detailed procedure to avail this facility. 2. Further, it has been communicated to the trade vide Trade Notice No 68/06 that the assessees who had paid duty of Rs 1 crore or more in the current account during the financial year 2005-06 should compulsorily file their ER-1 returns electronically from the month of February, 2007. Also, those assessees who had paid duty between Rs 50 lakhs and Rs 100 lakhs in the current account during the financial year 2005-06 would be filing their returns electronically from April, 2007 onwards. A series of training sessions were held for target assessees to enable them "to use this facility of e-filing. 3. The Commissionerate has reviewed the progress made in use of e-filing facility. Out of the 62 targeted units, 56 units have filed their ER-1 electronically for the month of January, 2007, looking to this encouraging response and as already planned, it has been decided that all the registered manufacturers, irrespective of quantum of their duty payments, should have to file their returns viz. ER-1, ER-2 or ER-3 only through electronic means from the month of April, 2007 i.e. return for the month of March, 2007 onwards. The registered manufacturers have the option to file their returns either on off-line mode or on-line mode. In either of these modes, the registered manufacturers have to apply for and obtain password from the department to access the website. The application .form has already been communicated as given in the Trade Notice No 36/2004, dtd. 17-06-2004. It can also be downloaded from http://exciseandservicetax.nic.in 4. In the on-line mode, the units can file their returns directly by accessing the above site using the pass word allotted to them. However, this requires a high speed Internet connection. Whereas, for those members of the trade who do not have proper /dedicated Internet, it is suggested to use the off-line mode. In this case, the units have to load a software developed by National Information Centre(a Government of India organization) into their local computer. A simple dial-up connection is sufficient for uploading the text data generated by the software into the departmental server. This software is available at free of cost and can be obtained from the jurisdictional Range Office / Help Centres. 5. It is possible that certain small scale units may not have a computer in their office/ factory premises, to help these units, it is being proposed to open Service Centres at select places, where the facility of electronic filing will be offered at a nominal cost. Till such Service Centres are operational, the trade can approach their jurisdictional Range Officer who will offer their computer for e filing. 6. In order to train concerned persons of the units in e-filing, a series of training facilities are being scheduled, as given below. The venue is Conference Hall, Custom House, Navarangpura, Ahmedabad and the timing is 4:00 PM to 6:00 PM. Sl. Further, a call centre has already been opened to give help to the trade in the case of any doubts, clarifications regarding e-filing. The trade is requested to take advantage of the facility of e-filing which is beneficial not only to trade and department in term of time and cost but also in terms of environmental protection.
