Attention of all the Importers, Exporters, CHAs and Members of the Trade is invited to the DGFTs Policy Circular No. 10 dated 20.06.2006 regarding collection and compilation of data on transfers (Imports and Exports) of Scheduled Chemicals of Chemical Weapons Convention (CWC) enabling accurate submissions of the same to Organization for Prohibition of Chemical Weapons (OPCW) annually by Govt. of India. As per Para 2 of the aforesaid Circular all the exporters and importers of Schedule 2 and 3 Chemicals of Chemical Weapons Convention were advised to ensure that correct description of the Chemicals as well as their 8 digit HS Codes against them (as notified against Category 1A and 1B under Appendix-3 to Schedule 2 of ITC(HS) Classifications of Export and Import Items, 2004-2009 , Notification No.15 dated 15.7.2005 refers) is indicated in their respective Shipping documents, both inward and outward. However, it is brought to the notice by the DGFT that in the Shipping Bills, the details of ITC(HS) and the correct description as per SCOMET List are not being mentioned by the exporters. In view of above observation, all the concerned should implement the guidelines as contained in the DGFTs Policy Circular No. 10 dated 20.06.2006 ensuring that correct description of the Chemicals as well as their 8 digit HS Codes against them (as notified against Category 1A and 1B under Appendix-3 to Schedule 2 of ITC (HS) Classifications of Export and Import Items, 2004-2009 , Notification No.15 dated 15.7.2005 refers) is indicated in their respective Shipping documents.
