Putting of Customs Seals - Procedure for affixing Customs One Time Bottle Seal on Containers-Reg. - Customs - 8/2016Extract GOVERNMENT OF INDIA MINISTRY OF FINANCE DEPARTMENT OF REVENUE OFFICE OF THE COMMISSIONER OF CUSTOMS CUSTOMS HOUSE, NEW HARBOUR ESTATE TUTICORIN-628004 C.No. VIII/48/01/2016-1G Date : 17.03.2016 PUBLIC NOTICE NO. 8/2016 Sub : Putting of Customs Seals - Procedure for affixing Customs One Time Bottle Seal on Containers-Reg. Attention of the PSA Sical Terminal Pvt. Ltd., Dakshin Bharat Gateway Terminal (DBGT), Importers, Exporters, Custodians, CHAs and the public is invited to the issue of affixing the additional Customs One Time Seal on the containers which are found not containing/ containing defective liner seals being taken out of the PSA Sical and DBGT area. 2. Representations have been received from the aforementioned stakeholders that the procedure of affixing seal in case of import containers arriving without seals/ broken seals causes delay in movement of containers resulting into congestion. The problem has further accentuated with the growing volume of container traffic through the Tuticorin port/ terminals. Accordingly, it is decided to follow the following procedure in dealing with the continers which are found not containing/containing defective/ broken seals. a) When any import container is noticed with load port damaged (or) without load port seal at the time of unloading from the vessel, the terminal operators PSA Sical Terminal Pvt. Ltd., Dakshin Bharat Gateway Terminal (DBGT should bring this fact to the notice of Superintendent(Wharf) Superintendent, Container Movement Facilitation Cell(CMFC) and in writing to the AC/DC (Docks) and also intimation to the concerned Steamer Agent. In case of holidays/ weekends or in case where the concerned AC/DC is not available, the Superintendent(Wharf) to take the informed decision and the facts should be immediately brought to the notice of the AC/DC(Docks) during the next working day. b) If such import containers with load port seal damaged (or) without load port Seal are noticed, customs One time Seal (OTS) shall be affixed on the containers and moved to a CFS indicated by the Steamer Agent, the containers thereafter should be subjected to 100% examination at the CFS by the Superintendent at the CFS. c) If during the course of 100% examination of such containers any objectionable goods are found, the fact of the same shall be brought to the notice of the Assistant Commissioner/ Deputy Commissioner(Docks) in charge of the CFS for necessary appropriate action. 3. Further, Customs would deal the matter on a case to case basis and requirement of escorting such containers to the CFS/ICD would be decided by Deputy/Assistant Commissioner(Docks) based on the gravity of the case.
