No. S 60(Misc.) 357/2015 CCI/993 Date: 26.03.2016 PUBLIC NOTICE NO. 25/2016 Subject: Requirement for concerned Airline agencies for clearance of human remains at Air Cargo Complex, NSCBI Airport, Kolkata-reg. The following requirement is prescribed for the clearance of human remains at the Air Cargo Complex, NSCBI Airport, Kolkata. 1. Foreign going Airlines operating in NSCBI Airport, Kolkata are informed that in case any Airline is bringing in any dead bodies/human remains, the Assistant Commissioner/Deputy Commissioner of Custom at the Air Cargo Complex, NSCBI Airport, Kolkata need to be immediately informed in person or through fax/telephone/email by the concerned Airline as soon as the flight takes off from outside India. The Airlines need to communicate the full name and particulars of the deceased person, Passport No., full name and address of relative and all other relevant details such as flight No., date and arrival time to Customs at Air Cargo Complex, NSCBI Airport, Kolkata [as per form enclosed]. The Airline also need to inform the Airport Authority so that immediate necessary arrangements can be made for unloading and handing over of the dead bodies/human remains to the near relatives. Further in all such cases, the relatives of the deceased have to be informed by concerned Airline. 2. Above procedure will also applicable to domestic Airlines bringing in any dead bodies/human remains under transshipment. 3. The relatives/representative/representative CRA of the deceased are required to submit customs document under KBE (Kaccha B/E's) through service centre located at 2nd Floor of ACC or through ICEGATE. They may do so prior to departure of human dead body/human remains from a place outside India. So, that Customs clearance can be done at shortest possible time. 4. The relatives of the deceased on arrival at ACC be requested to contact the concerned Airlines staff or the Customs officers on duty at the ACC Shed or the Deputy/Assistant Commissioner of Customs, Air Cargo Complex, NSCBI Airport, Kolkata at telephone number 033-25119630, 033-25130508 along with available related documents/letters to take delivery of the dead body/human remains, etc. 5. Along with KBE [Kaccha B/E's] following documents are required for Customs Clearance of human dead body/human remains. a. Death certificate from a competent Medical Authority. b. Embalming and packing certificate from the hospital where the embalming is done. c. Certificate issued by Diplomatic Mission. d. Passport of the deceased. e. Certificate/NOC from APHO. 6. The Airlines will also record the delivery of such 'human remains' in their records and also inform the custodians about clearance of such cargo. 7. The Superintendent of Customs in charge of the Shed will personally monitor the movement of 'human remains' from time of receipt till the time of clearance and also record details in a register to be maintained for this purpose. 8.
