Implementation of Electronic Release Advice Procedure – reg. - Customs - 57/2004Extract OFFICE OF THE COMMISSIONER OF CUSTOMS (EP) NEW CUSTOM HOUSE, BALLARD ESTATE, MUMBAI-400001 F. No. S/16-Misc. 444/03 Gr VII Date : 06/09/2004 Public Notice No. 57/2004 Sub: : Implementation of Electronic Release Advice Procedure reg. It is to bring to the notice of all the Importers/CHAs that software patch for implementation of Electronic Release Advice has been received from the Directorate of Systems and the same has been activated in the Mumbai Custom House. With this modification, details of Release Advice issued by Mumbai Custom House would be transmitted to other ICES locations electronically and vice versa. The detailed procedure for issuance of Release Advice from this Custom House and registration of Release Advices received from other ICES location shall be as follows: A) Issuance of TRA i) All the DEPB/DEEC/DFRC/EPCG licences are required to be registered in ICES Import System before issuing a TRA under a licence. The licences already registered manually are also to be registered in the EDI system. The licence registered manually and utilized partially shall have to be registered in the system for balance quantity/value. Para 1.1 of Public Notice 5/2003 dated 16.01.2003 issued by the Commissioner of Customs (General) disallowing registration in EDI of licences already registered manually and partly utilized, stands modified accordingly. ii) TRA under licences registered in Export Promotion Commissionerate, shall be issued from the Concerned Section of the Export Promotion Commissionerate in the same manner as is being done now. The simplified Annexure procedure in lieu of TRA introduced vide Public Notice No. 73/2003 dated 30/6/2003 as modified by Public Notice No. 74/2003 dated 8/7/2003 for Custom Houses in Mumbai I and Mumbai II Zones, shall be discontinued and usual TRA procedure shall be followed for all licences registered in Mumbai Custom Houses. iii) Hard copy of the TRA shall be handed over to the Licence holder duly signed by the Appraising Officer designated for the purpose. iv) TRA shall be transmitted to the ICES of the recipient Custom House electronically through MES/ICEGATE. Routine manual confirmation of TRAs issued to another ICES system and hard copy generated by system and signed by Appraising Officer designated for the purpose. B) Registration of TRA for utilization: i) The TRA holder shall present the hard copy of the TRA to the Appraiser. The Appraiser designated for the purpose, will submit the TRA in the system. On submission, the system will generate registration number which would be endorsed on the hard copy of the TRA brought by the TRA holder. In respect of TRAs electronically transmitted from other ICES locations to this Custom House, the practice of first making the entry of details of TRAs in manual registers in Licence Section and verification of signature of TRA issuing authority, shall be discontinued. ii) The TRA registered number should be indicated on the Bill of Entry for utilization of the TRA. iii) The system has been so designed that from the date of transmission of first electronic TRA from sender ICES location to (recipient) ICES location would stand withdrawn in respect of subsequent TRAs issued by the sender ICES location. 2. The Public Notice No. 73/2003 dated 30/6/2003 as modified by Public Notice No. 74/2003 dated 08/07/2003 shall stand rescinded. 3. For issuance of TRAs to non ICES locations and registration of incoming TRAs from these non ICES location, the above-said revised procedure would not apply and the existing procedures will continue with the exception that for CFS Mulund, TRA procedure instead of existing procedures will continue with the exception that for CFS Mulund, TRA procedure instead of existing Annexure procedure will be followed. 4. The revised procedure shall be implemented for TRAs issued under DEEC/DFRC/EPCG/DEPB with immediate effect.
