Central Board of Excise Customs (CBEC) is committed to encourage facilitate and assist its existing assessees to voluntarily discharge their tax obligation and to provide them efficient service necessary in meeting these obligations. CBEC is also committed to discharge all its functions in a fair. Impartial transplant and Consistent manner. The Government of India has authorized CBEC to implement Service Delivery Excellence Model SEVOTTAM at unit level and achieve the customer satisfaction as required in IS 15700:2005. Accordingly this office has created an integrated Sevottam compliance system for a) implementation, monitoring and review of Citizens charter b) receipt, redress and prevention of Public Grievance and c) employees and infrastructure based service delivery capability. Sevottam has been rolled out in Headquarter office of Central Excise Commissionerate Puducherry Vide Trade Notice No. 03/2015 dated 27.02.2015. Now Sevottam compliance System is implemented in a phased manner in all the Divisional offices of this Commissionerate. 2. To achieve the commitments enunciated in the Citizen s Charter the following services are being delivered under SEVOTTAM by Divisional Offices of this Commissionerate viz Puducherry I Division, Puducherry Il Division, Puducherry III Division, Cuddalore Division and Villupuram Division in respect of Central Excise Service Tax; i. Acknowledge all written communications within 7 working days, ii. Convey decision on matters within 15 working days of their receipt, iii. Dispose of a refund claim within 3 months of receipt of a complete claim, iv. Complete Central Excise registration formalities within 2 Working days of receiving a complete application v. Complete examination and clearance of export consignment at factory premises within 24 hours of accepting the request, vi. Release of seized documents within 60 working days i f they are not required by the department, vii. Acknowledge complaint- within 48 hours and attempt to provide final replies within 30 wo rk ing days. 3. Citizens / Clients / Trade are advised to submit all written communications including intimations, applications, declarations, etc pertaining to Divisional Offices of Puducherry Commissionerate in Centralized receipt section (Common Facility Centre) located at respective Divisions and obtain dated spot acknowledgement.
