Manager, Boxco Shipping Services 1. At the outset, Chairman welcomed all the members attended. As no points were sponsored by the trade associations, Chairman directed that the power point presentations on Time Release Study of Import / Export clearance and Public/ Trade Notices issued in the recent three months be made 2. Shri N. Varun Koundinya, Deputy Commissioner made a power point presentation on Time Release Study on Import Clearance and Export Clearance at Visakhapatnam Seaport. The study was made for the three months period from February 2019 to April-2019. In addition to the analysis of all stages of import/export clearances, Dwell Time Report on BES and SBS, and status report on DPD were also presented. 3. The observations/directions made by the Chairman and discussions during the course of the presentation on Time Release Study are as under: 3.1 IMPORT CLEARANCE The percentage of RMS facilitated bills where no assessment and no examination prescribed during the last three months increased from 65.80% to 72.27%. The cumulative percentage for registration of goods within 24 hrs of payment of duty was only 29.62% and within 72 hrs was 66.69%. The Chairman advised the Customs Brokers/ importers to use online registration facility to expedite the registration immediately after payment of duty so as to reduce the average dwell time further. DWELL TIME The total time taken from arrival of cargo to out-of-charge improved from 5.74 days for the month of February to 5.26 days for the month of April, 2019. Chairman remarked that there is improvement in the dwell time as the total time taken has decreased from 7 days at the beginning of the F.Y. 2018-19 (April/May 2018) to 5.26 days for the month of April, 2019. However, he stated that the dwell time needs to be improved further and solicited co-operation from all the stakeholders. Action Owner: All stakeholders 4. Shri M. Venugopal representing Customs Broker Association has informed that the letters submitted through Sevottam are being accepted by the Section only after taking consent from the concerned section-in-charge. The Chairman informed that the letters shall be received by the Sevottam Section as and when submitted and directed DC (Sevottam) to ensure the same. Action Owner : DC (Sevottam) 5. After completion of the presentation of the TRS, Shri N. Varun Koundinya, Deputy Commissioner discussed about the following Public Notices issued during recent months for facilitation of Trade. 5.1 Public Notice No. 13/2019 dt. 25.04.2019 - Creation of new facilitation cell at Custom House, Visakhapatnam for clearance of facilitated Bills of Entry on Turant Customs : After introduction of the next generation reform (Turant Customs) a new facilitation cell has been created at Custom House, Visakhapatnam for clearance of facilitated Bills of Entry which will operate from Room No. 212 (Appraising Hall), IInd Floor, Customs House, Visakhapatnam. The Facilitation cell will clear the facilitated Bills of Entry pertaining to all the three-sites i.e. Visakhapatnam Port (INVTZI), Gangavaram Port (INGGVI) and Visakhapatnam Air Cargo Complex (INVTZ4) 5.2. Public Notice NO. 11/2019 dt.10.04.2019 - Members were further informed that in order to enhance the ease of doing business for exporters, DGFT has decided to phase out physical copies of MEIS and SEIS Duty Credit Scrips issued with EDI port as port of registration. MEIS/SEIS duty credit scrips shall continue to be transmitted electronically by DGFT to the Customs. system. The details of the said scrips would be visible in ICES to concerned officers involved in import of goods i.e. registration of the scrips, assessment of Bill of Entry, giving out of charge to imported goods, etc. and further detailed in the Public Notice no. 11/2019 dt. 10.04.2019 issued by Custom House, Visakhapatnam 6. The Chairman informed that the new Sea Cargo Manifest and Transhipment (Amendment) Regulations, 2019 will commence from 1.8.2019 and advised the liners who are the vessel agents to comply with. Shri Boby Lawrence representing Containers Liners Association had expressed their readiness for filing of EGMs under the said Regulations. 7.
