E-payment of refund/rebate amount directly to the claimant’s account - Customs - PUBLIC NOTICE No. 04/2016Extract OFFICE OF THE COMMISSIONER OF CUSTOMS NEW CUSTOMS HOUSE, PANAMBUR, MANGALURU 10 C No. S-34/02/2016 Refund Date: 08.02.2016 PUBLIC NOTICE No. 04/2016 SUBJECT: E-payment of refund/rebate amount directly to the claimant s account. The Importers, Exporters, Customs Brokers and all concerned are hereby informed that the Central Board of Excise and Customs has laid down guidelines for implementation of e-payment of refund/rebate, in order to speed up the transfer of the fund directly to the beneficiary s bank account after sanction of the refund/rebate claim and thereby promote ease of doing business. In this regard, attention is invited to the Circular No. 1013/1/2016-CX dt 12.01.2016 issued from file F.No.201/05/2014-CX.6. (URL http://www.cbec.gov.in/Excise-Circulars-Instructions?page!D=3-8) 2. In order to speed up the transfer of the fund directly to the beneficiary's bank account after sanction of the refund/rebate claim and thereby promote ease of doing business, it has been decided to introduce electronic payment/remittance of sanctioned refund/rebate amounts through RTGS/NEFT facility offered by Canara Bank, Main Branch, Kulur, Mangalore with effect from 10.02.2016. 3. For this purpose, the following procedure is prescribed: a) For all the fresh claims of refund/rebate received on or after 10.02.2016, the claimants shall provide one time authorization in duplicate, duly certified by the beneficiary bank in a prescribed format (Annexure-A). b) The Assistant/Deputy Commissioner of Customs(Refunds), Mangalore is authorized to order for payment of refund under the system of electronic payment of sanctioned rebate/refund amounts through RTGS/NEFT facility, through Canara Bank, Main Branch, Kulur, Mangalore. For this purpose, the Assistant/Deputy Commissioner of Customs, Mangalore shall submit a signed statement (in the format Annexure-B), soft copy to the bank, along with a cheque for the consolidated refund/rebate amount on the last working day of the week for the claims sanctioned during that week. The bank, after tallying all relevant details shall remit the sanctioned refund amounts to the respective beneficiaries mentioned in the Annexure-B, after deducting the applicable NEFT/RTGS charges as per RBI guidelines. c) In case of pending refund/rebate claims as on 09.02.2016, where refund/rebate has not been sanctioned or if sanctioned, has not been paid to the claimant, the payments will be made through RTGS/NEFT facility of Canara Bank. For this purpose, such authorization is to be obtained from such claimants by 10.02.2016. 4. It is further clarified that bank may charge the refund claimant, fee for remitting refund amount through RTGS/NEFT as per RBI guidelines and the claimant would get only the net amount. (Dr .M.
