I/14601-14 Dated: 26.09.2019 PUBLIC NOTICE No. 22/2019 Subject: - Dispensing with the practice of submission of hard copy of supporting documents dispatch of Out of Charge of Bills of Entry to the custodian for delivery of Import Cargo uploading of supporting documents in e-SANCHIT- Reg. Kind attention of the Importers, Customs Brokers, Custodians, Members of the Trade and other Stakeholders is invited to the Bill of Entry (Electronic Integrated Declaration and Paperless Processing) Regulations, 2018 issued vide Notification No. 36/2018 Customs (N.T.) dated 11.05.2018. 2. As per DGFT Notification No. 114 dated 12.03.2015 following are the mandatory documents for import:- 1) Air way Bill; and 2) Commercial invoice cum packing list. Apart from the above for specific goods, which are subject to any restriction, policy condition, benefit of country of origin or exemption notifications requiring exemption certificate, necessary supporting documents are also required to be submitted. 3. After the implementation of e-SANCHIT, submission of hard copies of the documents has been dispensed with. Therefore, it is mandatory to upload these documents in e-SANCHIT. All the importers / Customs brokers are required to mandatorily upload these documents by choosing the correct document type field as per the drop down menu available in e-SANCHIT. 4. The Shed Officers allowing Out Of Charge are required to verify that all the necessary documents have been uploaded in e-SANCHIT at the time of giving Out Of Charge. In case it is observed that any document is not available in e-SANCHIT, the concerned officer will give a query electronically requesting uploading of the required document(s) clearly specifying the document(s) which are required to be uploaded. The importers/customs brokers will reply the query electronically after making necessary uploads in e-SANCHIT. 5. Action to be taken in terms of this Public Notice should be considered as Standing Order for compliance by the Officers and Staff posted in ACC (Import) Commissionerate. 6. All trade associations / members of Regional Advisory Committees and Custom Brokers' Association are requested to publicize the contents of this Public Notice among their members / constituents. 7. Difficulties faced, if any, may be brought to the notice of Joint Commissioner of Customs, ACC Import Shed, New Delhi. This issues with the approval of the competent authority.
