No. SIIB/Gen-79/2019-20 ACC (I) Date: 25.08.2020 PUBLIC NOTICE NO. 114/2020 Sub: Mandatory drawl and processing of samples in CRCL test Module in ICES 1.5 by Customs CRCL officers- reg. Attention of Importers/Exporters, CHAs, Officers and all other concerned is invited to the Facility Notice No. 11/2015 dated 11.12.2015 wherein it was advised to process the sample of in New CRCL Test Module in ICES 1.5, which is developed for the automation of the procedure of for testing from the customs formation to the Central Revenue Laboratory. This module is intended to bring efficiency and transparency and reduce the cost of compliance for the trade. The detailed working of CRCL module is as follows: Group AO (APR) Shed EO (INS) CRCL Admin (CLABADM) Shed AO (SUP) CRCL Officer (CLAB) Generates Test Memo in ICES Send Test Memo/Sealed Sample to CRCL physically in ICES Receive and allocate Test Memo to CRCL officer for testing and verifying samples See the Test Report in ICES and give OOC or take further action required Test verify the samples and make report entry in ICES to forward test report to OOC officer in ICES 2.) The Module consists of the following components: i.) APR Role: The Group Appraising officer, if desires to draw a sample of a particular item for testing purpose, will generate a Test Memo through Sample Test Entry option available at Sr. No. 19 in APR Role available in ICES. ii.) INS Role: Once the test memo is generated in ICES by Group AO in his APR Role, The Bill of entry will move to Shed Examiner. Shed Examiner will draw sample as instructed by the Group AO and will make a DISPATCH ENTRY through Sample Test Entry option available at Sr. No. 12 in INS Role available in ICES. Further the Shed EO will generate a Test Slip. iii.) Lab Administrator (CLABADM): CRCL Lab admin having role CLABADM will receive the Test Memo and allocate the same to CRCL officer for Testing and verification purpose. iv.) CLAB Role: CRCL lab officer having CLAB role will enter the reports in the ICES system after testing and verification of the same. Once the Test Report is submitted by the Lab officer in ICES, it reflects on the screen of Custom Shed Appraiser/OOC Officer. v.) SUP Role: The Shed AO after getting the Test Report in the system, will further process the Bill of Entry for OOC or any other action, as required by the law. 3.) Various Steps involved in drawing of samples is as under :- i.) Bill of Entry Processing: While appraising the bill of entry, the Appraising officer, if desires to draw a sample of any item for the test purpose will have to close the Appraising option and select option Sample Test Entry available at Sr. No. 19 in his APR Role in ICES. After selecting the Sample Test Entry option, the officer has to enter the Bill of Entry no and Date; Officer has to select the Invoice and Item No for which the sample has to be drawn, System will display the item description. Officer has to select/enter the Lab type and Lab code. Press F7 for help. System will display the list of labs, where the item selected can be tested (based on the CTH Number- Positive or Negative List). System will also display the test instruction of the item, if available in the directory. If system does not show the list of labs automatically, type CL in Lab type, to enter lab code as CL01BOM1 for CRCL, ACC, Sahar and type AL in lab type to enter code as ALDCBOM4 for Drug Controller. The Group Appraising Officer has to enter the Test required. The test memo number generated by APR role will allow EO to draw test sample and make the entry into the system by choosing the option Sample Test Entry available at Sr. No. 12 in his INS Role in ICES. The option- Sample Test Entry; is available to both Appraising Officer of the Groups and Inspector/Examining Officer. In addition, Inspector/EO can also suggest to Appraising Officer for Testing the item. In such case, the Inspector will be generating the Test Memo and forward the Bill of Entry to AO for approval of test requirement. On approval from AO, the Test Memo is marked back to Inspector for drawl of samples. ii) Draw Sample Approval: This option is for approving the test requirement suggested by Shed EO. The AO has to enter the test memo number and date to approve the test requirement. AO has the option to reject the suggestion by entering N for the prompt- Approve (Y/N) . iii) Dispatch Entry: It is the responsibility of the Shed EO to draw the sample and forward to the selected lab. The officer has to enter the sample quantity drawn against the item and dispatch the samples to the lab. After dispatch, the Examining Officer has to enter the particulars of the same in ICES. Officer will enter- Sample drawn date; Warehouse code; Quantity drawn and unit of measurement. iv) View Test Memo: The option is available to all the officers having role APR, INS, CLAB and CLABADM. However, CLAB and CLABADM users can only view the sample which are concerned to their labs. v) List of Pendency: The officer having role APR and INS can generate list of Test Memos pending at different labs and queues. vi) View Bill of Entry Option: The Customs Officer can also view the Test Memo reports filed or pending against the particular Bill of Entry from View BE option available in ICES. 4.) All the officers of Customs CRCL herewith directed to use the above mentioned module mandatorily for all sample testing requirements available at CRCL, NCH. Henceforth, no manual Test Memo will be issued/entertained by any officer at any level. In case, any system related issue, it should be immediately reported to EDI and Controlling Officer. 5.) The content of this Public Notice shall be treated as Standing Order by the concerned Sections/Officers and all officer shall follow the procedure mentioned above. 6.) Trade Association, Customs Broker and other Stake holders are requested to disseminate the information among the importers. 7.)
