The family of many daily worker cannot improve because of habits of drinking and smoking causing more idleness and therefore no saving, no care for education of children. Whereas, small shopkeeper , clerk, peons and factory workers, having per head income much less than that of workers family, improves over a long period of time as they are able to make small savings and educate children- an exercise of building up capital base in form of education and training. Support to clerks, peons and workers: Clerks, peons , factory workers must also be supported by employers in days of crisis, if employers is not able to pay full salary during lockdown causing no work, a part of salary must be paid by all employers to clerks and peons to enable them for maintaining their families. Employers must also bear in mind that it is only with help of employees they have been able to accumulate capital.
