Look Out Circular lacks proportionality, can't curtail right to travel indefinitely.

A High Court ruled that a Look Out Circular (LOC) cannot indefinitely restrict an individual's right to travel abroad, a right protected under Article 21 as part of personal liberty. The petitioner faced allegations of financial impropriety, but without evidence of intent to abscond or interfere with the investigation, the LOC was deemed disproportionate. The Serious Fraud Investigation Office (SFIO) can independently gather evidence, and there were no claims of tampering or intimidation. The court allowed the petitioner conditional travel abroad, with conditions and potential forfeiture of security if violated, thus resolving the petition. .....
