Issue 1: Interpretation of notifications regarding high security registration plates:

Issue 3: Validity of Type Approval Certificate granted to a company:
The petitioner argued that the Type Approval Certificate granted to the company was illegal as it intended to use 'Ashok Chakra' instead of 'Chakra'. The company had initially applied to one agency for approval but later submitted the application to another agency, which approved the use of 'Ashok Chakra'. The court directed the agency to verify that the approved samples and drawings contained only 'Chakra' as specified in the notifications, ensuring compliance with the prescribed hologram requirements.

Issue 4: Compliance with specifications in the notifications:
The company, in its defense, initially claimed the right to use 'Ashok Chakra' based on its understanding of the notifications.
