The High Court of Madras allowed the petition in a case where a District Munsiff filed a complaint against a petitioner for obstructing a public servant in executing a decree. The Court held that the complaint should have been filed by a duly authorized person such as the amin, Nazir, Subordinate Judge, or their superiors, not the District Munsiff. The Sub-Magistrate was ordered to return the complaint to the District Munsiff for proper filing by an authorized person.
