The appellants reversed Modvat credit before appeal hearing. Dispute over re-crediting amount. Tribunal allowed appeal without pre-deposit. Pre-deposit refund allowed without Assistant Commissioner's permission. Lower authorities' orders set aside, appeal allowed.
