Amendments in the H.B. of procedures Vol. I - DGFT - 31 /(RE-00)/1997-2002Extract Amendments in the H.B. of procedures Vol. I Public Notice No. 31/(RE-00)/1997-2002 dated 1st September, 2000 Amendments in HB of Procedures (Vol. I)- DEPB and Advance Licence Applications can be Filed Electronically by All. Licence to EH/TH etc, Green Card Holders within 24 hrs/within 3 days to others In exercise of powers conferred under paragraph 4.11 of the Export and Import Policy, 1997-2002, as notified in the Gazette of India extraordinary, part-II-Section (3) Sub-Section (ii) vide S.O. No. 283(E) dated 31.3.97, Director General of Foreign Trade hereby makes the following amendments in the Handbook of Procedures (Vol.1) (RE-00), 1997-2002. 1. The paragraph 16.2 shall be substituted as under: 16.2 - The facility of electronic filing of applications for imports under Duty Exemption Scheme shall be available to all the categories of exporters whether holding any status or not. 2. The first sub-paragraph under paragraph 16.3 shall be amended to read as under:- Licence to status holders and green card holders shall be issued within 24 hours. Provisions of paragraph 7.3 of the Handbook of Procedure (Vol.1) shall not applicable to such exporters. In case of exporters (other than status holders and green car holders), the licences shall be issued within 3 working days reckoned from the day of presentation of relevant hard copies of application with prescribed documents after following the prescribed procedure. Under this scheme, an exporter would be able to file his application on the DGFT website at http://www.nic.in/eximpol. The application will then be downloaded by the concerned licensing authority and processed in accordance with the prevalent rules and regulations. Deficiency, if any, shall be communicated online to the applicant. The applicant will have to visit the concerned office to handover the hard copy of the application alongwith the requisite documents including the application fee. The licence shall be issued in the time frame as mentioned above on receipt of the hard copies of the documents as mentioned above after due scrutiny as prescribed in the Handbook of Procedure (Vol.1). 3. The time bound disposal of application as given in S.No. (n) of paragraph 15.10 shall be amended to read as under: (n) All application filed through EDI mode by status holders and green card holders. 1 working day.
