Trivedi, Deputy Manager -Finance of M/s. Bajaj Auto Ltd., met me with reference to our Office Trade Notice NO. 2/AM-16 dated 01/02/2016 which Interalia states that there will be no routine hand delivery of documents, except in cases of urgency. In this regard he flagged two issues to me:- 1. It takes 3 days by Speed Post to deliver the documents 2. They generally collect all deficiency letters and rejection letters by hand, to keep a track of their cases on a continuous basis. As far as the first issue is concerned local delivery by Speed Post Authority should take only a day, which means a letter given for dispatch today evening at our office should get delivered the next day. In case it does not happen then trade may inform us and we would definitely speak to the Postal Authorities and request them that atleast in the case of local clients it should be delivered the very next day. Regarding the second issue i.e. collection of deficiency and rejection letters by hand I explained to them that as soon as the letter gets generated it can be viewed by the applicant in their e.com site by using their digital key and clicking the status icon. They said they were not aware of this till now and I explained that this provision is there for the last 16 years in DGFT. Hence trade is informed that they can make use of this facility and check their status in their e.com site themselves and there is no need for them to wait for deficiency letter or rejection letter to be issued by this office. Another issue flagged by many exporters in Pune including General Motors is that they are not able to file their applications online and sometimes it takes a long time even upto15 days for successful completion of filing of their applications. In this regard, when I checked up with my earlier place i.e. Madurai; they said that there is no such problem as far as filing of application in DGFT server is concerned except occasionally like on one day i.e. 04/02/2016 it was down for about 2 hours. Then I Checked-up with other places like Hyderabad, they also said they are facing this problem like Pune. If this problem has got something to do with Delhi Director General of Foreign Trade Server means it would be a Pan India problem and applicants of Madurai will also face the same problem. Since applicants of Madurai is not facing any such problem this problem could be something related to internet speed or congestion in this place since Pune is a larger and more developed city than Madurai and hence there could be more users of internet leading to reduction in transmission speed. Any how these issues needs to be further checked by Trade bodies like Chambers of Commerce, FIEO and necessary corrective action should be worked-out, with the help of Internet Service Providers.
