File No. S/6-B-20/2014-15 Export-II Date:30.12.2014 PUBLIC NOTICE NO: 64/2014 Subject: Implementation of 24X7 Custom Clearance of Export consignment-reg. Attention of all Exporters, Custom Brokers and Public is invited to the Public Notice no 36/2011 dt 27.05.2011 vide which the facility of clearance of factory stuffed export containers sealed by central excise authorities has been extended on 24X7 basis. In order to further facilitate the exporters in the light of the Board s D O Letter F.NO 450/25/2009-Cus.1V. dated 11/11/2014, it has been decided to extend 24X7 Customs Facilities to the Export consignment covered by Free Shipping Bills with effect from 31.12.2014. 2. To operationalize this facility at Mumbai Port, officers will be now available in the UB Centre, Export Sheds, Indira Docks exclusively to attend to the operations between 6 P.M to 10 AM in respect of Shipping Bills pertaining to consignments covered by free shipping bill and factory stuffed export containers only where no examination is required. 3. All the stake holders involved in the processing and clearance of export Mumbai cargo like Port trust shipping lines, Container Agents, Custom Brokers, Drug Controller, other stakeholders etc. are advised to gear up for 24X7 operations. Officers stationed therein shall ensure ICES connectivity and availability of printers and service staff round the clock for this purpose. Port Trust shall also make available the requisite labourers, available to stuff the consignments covered under para 2 above. Custom Brokers/Exporters are advised to obtain all necessary endorsements for export of cargo complete all documentation work before approaching the Expert assessment and Examination officers. At present, the shipping Bills can be filed 14 days in advance in case of export by sea. Therefore, for smooth clearance of export goods on 24X7 basis, the trade is advised to file the Shipping Bill well in advance. 4. Exporter/CHA/Trade willing to avail export clearance of consignments, covered under the two categories mentioned in para 2 above, may approach the officers posted in the respective export Shed, who will ensure registration of Shipping bills in the EDI system Assessment and Examination of the goods followed by Let Export Order, after verification of documents prescribed and by following due procedure prescribed in this regard. In case of consignments covered under free shipping bill, the concerned preventive officer would also supervise the stuffing of the export goods in the container. Mandatory clearance from the other agencies, if required, should be obtained in advance by all concerned before approaching the officers for Clearance. LEO will be given for only those goods in respect of which all necessary documents are submitted and due procedure are completed. 5. On verification of documents or on basis of any intelligence, if the officers posted suspect any shipping bill, examination of such cargo shall be attended to by shift officers. Such suspicion shall be communicated in writing to the DC/AC, Docks with directions to examine the cargo during daytime after obtaining permission from the concerned authorities. Officer posted in tie second shift will maintain a register for this purpose and note down their observation for reference. 6. Difficulties, if any, faced by the trade/exporter/Customs Broker in implementation of the above said 24X7 Customs facility shall be brought to the notice of the undersigned. (S.R.
