No. VIII/13/25/2011 CBLR Dated: 08.08.2013 PUBLIC NOTICE NO. 10/2013 Sub: Customs Notfn No. 65/2013 Cus (NT) dated 21.06.2013 regarding change of Custom House Licensing Regulations, 2003 to Customs Brokers Licensing Regulation, 2013 Intimation of Regarding. All the Custom House Agents of this Commissionerate are hereby informed that consequent on the issue of Notification No. 65/2013-Cus (NT) dated 21.06.2013 issued by the Central Board of Excise and Customs, New Delhi, the following salient changes in the Custom House Agents Licensing Regulations, 2004 (CHALR, 2004) has been effected in the new Regulation viz. Customs Brokers Licensing Regulation, 2013 (CBLR, 2013) superseding the earlier CHALR, 2004. (a) These regulations may be called the Customs Brokers Licensing Regulations, 2013 wef 21.06.2013 (b) Invitation of Form F examination as per Regulation 4 (c) Educational qualifications for applying for Form F examination as per Regulation 5 (d) Conducting of Form F examination with details of syllabus, as per Regulation 6 (e) Granting of License under Regulation 7 (f) Execution of bond and furnishing of security under Regulation 8 (g) Obligations of Customs Broker under Regulation 11 (h) Conducting of Examination for Form G under Regulation 17(3) (i) Issuance of Form H Card under Regulation 17(7)(3) (j) Revocation of license or imposition of penalty under Regulation 18 (k) Suspension of license under Regulation 19 (l) Imposing of Penalty under Regulation 22 2. It is further informed that as per the above new regulations, (a) name of the Custom House Agent is changed into Customs Broker (b) all the correspondences to the Assistant Commissioner of Customs, CHA Section, Custom House, Tuticorin may be changed into the Assistant Commissioner of Customs, CBLR Section, Custom House, Tuticorin (c) New Form B/Form H/Form G/Form F will be issued by this incorporating the new regulations as per CBLR, 2013. However, earlier issued licenses/cards are remains to be with CHALR, 2004 and at the time of modification/renewal, the same will be issued as per CBLR, 2013. (d) the customs broker has to inform this office any change of postal address, telephone number, e-mail, etc to the Deputy Commissioner/Assistant Commissioner, CBLR Section within one month of such change. 3.
