No. VIII/48/70/2011 Cus Tech Date 07.08.2013 Public Notice No. 29/2013 Sub: Examination/Inspection of goods under import without Delivery Order-Reg. The Members of the Bangalore Customs House Agents Association have represented that to facilitate import clearance at ICD, Bangalore and to reduce the cost, the customs examination/inspection may be carried out without insisting on the Delivery Order from the shipping lines. It has also been stated that various other Customs Houses/ formations have permitted the facility. This issue was also raise in the Open House Meeting held with the CHA Association on 2.8.2013. it has been argued that is this facility is extended the importer/CHA car get their goods examined by Customs by the times Delivery Order is received from the Shipping lines. This will reduce transaction time and avoid further Container Detention, Ground Time and Demurrage charges. 2. The matter has been examined. It is observed that the Jawaharlal Nehru Customs House, Nhava Sheva have issued Public Notice No. 65/2012 dated 05.12.2012 wherein it has been deciding that the examination of goods will be allowed by the Customs Officers without insistence on Delivery Order. However, the cargo shall be released after production of Delivery Order. Similar facility has also been extended by Cochin Customs vide Trade Facility No. 03/2012 dated 9.1.2013. 3. Keeping in view of the above, it has been decided that as soon as the goods are registered for examination after payment of duty, in accordance with the extant procedure, the Custodians at ICD, Whitefield and CFSs attached to it, as the case may be, shall present the goods for examination/inspections by the Customs after verifying the self-attested bill of lading without insistence of Delivery Order. However, the Custodian shall give final delivery or cargo to the importer/CHA only after production of Delivery Order from the Shipping lines, in accordance with Out of Charge(OOC) issued by the Customs. 4.
