Attention of all the Importers, Customs Brokers, Trade Associations and the Members of the Trade is invited to the Circular No. 03/2016-Customs dated 03.02.2016 and 10/2016 dated 15.03.2016 issued by the Central Board of Excise and Customs and Public Notices No. 02/Customs/2016 and 03/Customs/2016 both dated 31.03.2016 issued by this office regarding the implementation of Integrated Declaration under Indian Customs Single Window. 2. The Board has operationalised the 'Indian Customs Single Window Project' to facilitate trade from 01st April, 2016 at all EDI locations throughout India. As a result importers and exporters electronically lodge their Customs clearance documents at a single point only with the Customs. The required permission, if any, from Partner Government Agencies (PGAs) such as Animal Quarantine, Plant Quarantine, Drug Controller, Food Safety and Standards Authority of India, Textile Committee etc. is obtained online without the importer/exporter having to separately approach these agencies. The Single Window (SWIFT) thus provides the importers/exporters a single point interface for clearance of import and export goods thereby reducing dwell time and cost of doing business. 3. Under SWIFT, upon filing of the Integrated Declaration, the BOE is automatically referred to concerned agencies for NOC. The system allows the simultaneous processing of BOE by Participating Government Agencies (PGAs) and Customs. In consultation with the PGAs risk based selectivity criteria are being introduced into Risk Management System (RMS) whereby consignments will be referred to PGAs for NOC based on risk. Based on risk criteria and delegation of authority by the PGAs the RMS generates instructions regarding documentary checks and or inspection/examination, drawal of samples etc, which appear on the relevant screens of the customs officers. 4. Photocopy of earlier Public Notices No. 02/Customs/2016 and 03/Customs/2016 both dated 31.03.2016 are also enclosed for reference. 5. All Importers/Customs Brokers I Trade Associations and Members of the Trade are requested to note the contents of this public notice and circulate and publicize the amongst their member constituents.
