G. Road, Shillong - 793001 C.No. VIII(48)05/CUS/TECH/2006/592-107 Date : 28-09-2010 FACILITY No. 06/2010 Subject: Dumping of goods in Customs Area of Agartala Land Customs Station-reg. The Customs Area of Agartala Land Customs Station had been specified vide Facility No. 04/2008 dated 06.06.2008. Customs Area as specified is meant for keeping Imported goods or Export goods before clearance by Customs authorities. In case of imported goods, once 'Out of Customs Charge' order is given under Section 47 of the Customs Act, 1962, the importer has to ensure that such goods are immediately removed from the Customs Area. Export goods kept in the Customs Area should also be immediately loaded in the conveyance once the proper officer accords permission for the same under Section 40 of the Customs Act, 1962. Under no circumstances should the goods be kept dumped within the Customs Area once Customs clearance is given. It has been reported that in case of Agartala Land Customs Station, large consignments of imported stone chips and bricks are kept dumped in the specified Customs Area even several days after Customs clearance has been granted. This causes severe congestion in the Land Customs Station hampering movement of other import/export goods. Movement of international passengers is also being hampered due to haphazard dumping of such bulk goods all over the Land Customs Station premises. It is therefore directed that to maintain smooth functioning of the LCS, dumping of stone chips and bricks will not be allowed in the Land Customs Station premises. and the imported goods will be directly removed from the Bangladesh truck to the awaiting Indian truck i.e. shifted from one truck to another on back-to-back basis, without dumping the goods in the Customs Area as is being done for other commodities. The Customs officers will ensure that the consignments are assessed and clearance given immediately on arrival of the said consignments. Difficulties faced, if any, may be brought to notice. [S.R.
