Valsad for clearance of imported goods and export goods under EPCG schemes-Regarding. Attention of General Public, Importers, Exporters, Customs House Agents, and all concerned are invited to Public Notice No.36/2007-Customs dated 24.07.2007, issued by this Commissionerate, specifying the procedure regarding clearance of Imported and Export goods from ICD Valvada (Umbergaon), which has started functioning with effect from 01.08.2007. 2. Attention of General Public, Importers, Exporters, Customs House Agents, and all concerned is further invited to the following Customs Notifications issued by the Government, related to the import/export of goods under the various Export Promotion Scheme:- Sl. Proviso to Para (6) 3. In the above-mentioned Notification, issued for operationalising various schemes as mentioned under column (3) of the above table, the ICD Valvada (Umbergaon), is not included for the purposes of permitting imports/exports. However, proviso to the Para 6 of the Notification, as mentioned under column (4) of the above table, empower Commissioners of Customs to permit imports and exports from any other port/ICD by a special order or by a Public Notice, subject to such conditions as may be specified. 4. In view of the above, it has been decided to specify the ICD Valvada (Umbergaon), for permitting import/export of all permissible items under the export promotion scheme as mentioned under column(3) of the above table, subject to the following conditions :- i) The Bills of Entry and Shipping Bills are assessed by an officer not below the rank of an Asstt/Dy. Commissioner. ii) The endorsement in the respective licences is made by the Asstt/Dy. Commissioner. iii) The export consignment of the synthetics textile will be subject to drawl of samples for chemical analysis by one of the following laboratories. 1). Dy. Chief Chemist, Vadodara. 2). MANIRA Laboratory at Surat. 3). ATIRA Laboratory at Ahmedabad. iv) Export consignments will be subject to test weight of container/packages on selective basis by the department, as per the norms prescribed in this regard. v) Shipping Bills/Bills of Entry should be submitted at least 3 days in advance of shipping/unloading of cargo (excluding Saturday/Sunday/Gazetted holidays) at the port of clearance. vi) The importers shall also be required to produce the release advice (for the import licence) issued by the Customs Authorities at the port of registration of the above licences to their counter part in the port of import, in the cases where the port of registration is not the same as the port of import. 5.. All the Trade Associations/Chambers of Commerce, Members of Regional Advisory Committee and Customs House Agents Associations are requested to publicise the contents of this Public Notice amongst their Members/Constituents, for their information and necessary action. 6.
