Dated: 19/10/2005 PUBLIC NOTICE No. 25/2005 Sub: - Registration, Examination and Clearance of Export Cargo in the Export Sheds at Air Cargo Complex, Sahar, Mumbai - reg. 1. Attention of the Exporters, Custom House Agents and the Trade is invited to the above mentioned subject. 2. It has been observed that though the registration of goods in the Air Cargo Export Sheds is allowed upto 20.30Hrs most of the Exporters/CHAs present their documents between 18.30Hrs to 20.30Hrs. This practice is causing uncontrollable work pressure on the staff dealing with the registration work and creates congestion resulting in increased amendments to documents. It is also observed that some of the Custom House Agents/Exporters get the goods registered before the time limit i.e 20.30 hrs, but the export cargo is not presented to the authorities for necessary examination. This is highly irregular. Any CHA/Exporter found dealing in such practices will be viewed with seriously. 3. It has also been reported that in many cases though the goods registration is done before closing of the registration hours at 20.30Hrs the goods are presented for examination as late as 23.00Hrs. In such cases sufficient time is not available to the officers to carryout proper inspection/examination of the cargo before it is cleared for export. 4. In this backdrop the matter was discussed in the Trade Facilitation Meeting held on 18th October, 2005 . Henceforth, it has been decided to allow the goods registration and examination in the case of Shipping Bills filed under export promotion schemes such as DEEC, DEPB, DFRC, EPCG and Job-work from 10.30Hrs to 15.30Hrs only with effect from 01/11/2005. In the case of other Shipping Bills the goods registration will be allowed from 10.30Hrs to 20.30Hrs as at present. The registration of goods will be allowed beyond these time limits only under exceptional circumstances and with the prior permission of the Additional Commissioner (Exports)/Commissioner (Exports). 5.
