Customs-Procedure of Export of bulk/bagged cargo through Krishnapatnam Port, Nellore - Reg. - Customs - 07/2017-Cus.Extract OFFICE OF THE COMMISSIONER OF CUSTOMS (PREVENTIVE COMMISSIONERATE) 55-17-3, C-14, 2nd Floor, Road No.2, Industrial Estate Autonagar, Vijayawada-520007 C.No.VIII/48/75/2013-Cus.Tech. Date: 12.04.2017 PUBLIC NOTICE No. 07/2017-Cus. Sub: Customs-Procedure of Export of bulk/bagged cargo through Krishnapatnam Port, Nellore - Reg. Trade, Custodians of M/s. Krishnapatnam Port. Company Limited (M/s. KPCL) and M/s. Sea Bird Distriparks (Krishnapatnam) Private Limited CFS have represented for procedure on processing of shipping bills for export consignments involving part consignments of bulk cargo and requested to set a procedure on the following issues. a) Allow direct stuffing from lorry/rake in to containers and simultaneous examination. b) Allow examination and manual ' let export order' for partial quantity of export goods received. In view of the above, the following procedure has been prescribed for processing of shipping bills for export consignments of bulk cargo. Where the exporter is unable to bring the entire consignment into the Customs area for examination and brings the consignment in parts and seeks Let Export order, the following procedure will be followed for processing of Shipping Bill in the Dock. 1. PROCEDURE FOR CLEARANCE OF EXPORT CONSIGNMENTS RECEIVED IN PARTS IN CUSTOMS AREA. a) The part consignment will be allowed entry into the Docks on the strength of the check list and the exporter/Customs Broker will obtain the endorsement of Custodian certifying that the quantity of the goods is entered. b) The exporter/Customs broker will then present the part consignment to the export examination Superintendent and Inspector who will examine the goods and give Let Export order for the part consignment. c) The examination report and Let export order in respect of part consignment will be given manually on the reverse side of the check list. d) The goods then will be presented to the Inspector (Export Preventive) for allowing shipment. He will allow shipment manually for the quantity of goods for which LEO is given on the reverse of the checklist. e) The goods will then be allowed loading under Preventive (Export) supervision. f) The above procedure will be followed for each part consignment and for each such part shipment, 'Let Export Order' and 'allow shipment order' will be manually endorsed, till the entire consignment is completed. g) The exporter/CUSTOMS BROKER will then report to the Inspector (Export Examination) for the processing of the Shipping Bill in the EDI system. h) The exporter/CUSTOMS BROKER will submit the checklist with all the manual endorsements and Annexure-C etc., i) The Inspector will register the particulars of Annexure-C and enter the actual weight of the cargo in the EDI system and mark the Shipping Bill to the Superintendent who will complete all the formalities before giving Let Export in the EDI system. In respect of cases where the exporter is bringing the entire consignment in full into the customs area for examination and seeks Let Export order, the following procedure will be followed for processing of Shipping Bill in the Dock. 2. PROCEDURE FOR CLEARANCE OF EXPORT CONSIGNMENTS RECEIVED IN FULL IN CUSTOMS AREA. a) After the receipt of the goods in the dock, the exporter/CUSTOMS BROKER may contact the Customs Officer designated for the purpose and present the check list with the endorsement of custodian certifying that the goods are entered. b) The exporter/CUSTOMS BROKER will submit all the original documents such as, Invoice and Packing list, AR-4, etc. c) Inspector (Export examination) will register the shipping bill in EDI system. The system will give the instructions whether the cargo is to be inspected or to conduct the Examination with specific packages numbers. d) According to the EDI instructions the Superintendent (Export examination) and Inspector will inspect or examine the goods . e) The Inspector enters the examination report in the system. He then marks the Electronic Bill along with all original documents and check list to the Superintendent. f) If the Superintendent is satisfied that the particulars entered in the system are correct, he may proceed to allow let export for the full shipment in EDI system. g) Then the goods will be presented to the Inspector (Export Preventive) for allowing shipment. He will allow shipment for the quantity of goods for which LEO is given. Further, permission for direct stuffing from lorry/rake in to containers and simultaneous examination is accorded only to the following five commodities . i.e 1) Cement 2) Rice 3) Maize 4) Chillies 5) Coco Pith. The above procedure facilitated for clearance of export consignments in part and in full are permitted only in the customs areas of Krishnapatnam Port and Sea bird Distriparks (Krishnapatnam) Private Limited CFS. 3.
